ORGANISATIONAL CONTEXT

The Human Resources Associate delivers specialised HR operational support to the Zimbabwe Country Office. The role applies initiative and sound judgement to independently address routine and complex matters, coordinates with relevant stakeholders, and supports junior colleagues where required. The post provides dedicated capacity for payroll administration, HR systems, workforce data quality, position management, dashboards, reporting and people analytics.

JOB PURPOSE

To deliver accurate, timely and client-focused HR services, ensuring consistent application of WFP policies and procedures and providing reliable payroll, systems and workforce information to support compliance, operational continuity and evidence-based management decisions.

KEY ACCOUNTABILITIES

  • Provide high-quality support on complex HR queries and follow-up actions, escalating matters requiring policy interpretation or delegated authority.
  • Coordinate local payroll inputs and validate payroll-impacting personnel actions, including appointments, contract changes, salary and entitlement adjustments, leave and separations.
  • Review payroll outputs and exceptions; investigate discrepancies, coordinate corrective action and maintain complete, audit-ready supporting records.
  • Process, review and validate employee, position and organisational transactions in WFP HR systems, ensuring timely completion and data integrity.
  • Monitor system workflows, pending actions and deadlines; provide first-line guidance and support data validation, testing and implementation of system enhancements.
  • Maintain accurate position and staffing establishment records and reconcile approved structures with HR, payroll, budget and finance information.
  • Compile and analyse workforce data, including staffing, contract modalities, vacancies, recruitment, turnover, diversity and workforce movements.
  • Develop and maintain HR dashboards, staffing statistics, organisational charts and management reports using approved reporting tools.
  • Prepare periodic and ad hoc HR reports, validate content against source systems and maintain an organised repository of reports and source evidence.
  • Maintain confidential employee, payroll and HR records in accordance with WFP standards, data-protection requirements and access controls.
  • Identify process or control gaps and develop practical SOPs, templates, checklists and guidance to improve consistency, efficiency and business continuity.
  • Support audits, compliance reviews and corrective-action tracking, and perform other related duties consistent with the role and grade.

STANDARD MINIMUM QUALIFICATIONS

  • Education: Completion of secondary school education. A post-secondary certificate in Human Resources, Business Administration, Finance, Information Systems, Data Analytics, Statistics or a related field is desirable.

DESIRED EXPERIENCE AND SKILLS

  • Six years or more of progressively responsible support experience in human resources, payroll, HR information systems, workforce data management, reporting, analytics or a related field.
  • Experience in payroll validation, reconciliation and employee data administration; strong attention to detail and confidentiality.
  • Experience with HR information systems, position management, workforce reporting, dashboards and organisational charts.
  • Advanced working knowledge of Microsoft Excel or comparable tools; ability to translate data into clear management information.
  • Ability to manage recurring deadlines, resolve anomalies, communicate technical information clearly and recommend practical improvements.
  • Experience preparing SOPs, supporting audits and providing guidance or training to colleagues is desirable.

Language: Fluency in oral and written English and, where applicable, the language used at the duty station.
