Job Description:

The Project Manager will provide contract management expertise to optimize resources, strengthen delivery quality, and ensure the contract is implemented in line with the ToR, World Vision, and ADB standards. This includes providing technical guidance, monitoring and evaluation support, and strategic oversight of the contract for 25 months. Based in Mt Hagen, Area Program, Project Manager will lead a multidisciplinary team of six experts to ensure the timely, high-quality delivery of all project outputs and contractual obligations. The role is accountable for end-to-end project management, including planning, compliance, stakeholder coordination, monitoring and reporting, financial stewardship, risk management, and adaptive learning. The Team Leader serves as the principal representative of the programme to ADB, DOWH, provincial stakeholders, community partners, and collaborating CSOs.

MAJOR RESPONSIBILITES

  • Lead the development and execution of detailed project plans, workplans, timelines, budgets, and risk management frameworks.
  • Ensure effective implementation of interventions, including safe infrastructure, disaster risk reduction (DRR),
  • Oversee project finances, budgeting, and procurement processes to ensure full compliance with ADB guidelines.
  • Monitor expenditure against milestones, support financial reporting requirements, and contribute to documentation for milestone-based payments.
  • Ensure proper systems for resource management, due diligence, and audit readiness
  • Oversee monitoring of project indicators, milestones, and outcomes.
  • Ensure accurate data collection, reporting, and documentation aligned with donor requirements.
  • Sustainable results and long-term impact are realized for beneficiaries.
  • Support learning and adaptive management to continuously improve project effectiveness.
  • Supervise and mentor a team of multi-disciplinary experts, ensuring coordinated delivery across specialist areas.
  • Lead work planning, task allocation and capacity strengthening of project staff and trainers.
  • Prepare high-quality narrative and financial reports for donors and internal management.
  • Document lessons learned, success stories, and best practices.
  • Communicate project progress, challenges, and results effectively to diverse audiences.
  • Maintain strong, regular communication and collaboration with ADB, relevant national, provincial authorities, CSO partners (including GBV implementing partners), community leaders, and other relevant actors.
  • Represent the programme in external forums, meetings, and consultations
  • Lead and support Christian activities that enrich and develop mutual growth in Christ
  • Perform any other tasks assigned by the Program Operations Director.
  • Convey World Vision identity and core values in life, word, and deed in the workplace and outside of the workplace.
  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning & Reflection days.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Bachelor’s degree in agriculture, natural resource management, Project Management, Development Studies, Social Sciences, or a related field.
  • Required Education, training, license, registration and certification
  • At least 10 years of professional experience in project management; including experience leading a team or office of similar size and scope of accountability required.
  • Strong technical or programming experience in agriculture, livelihood preferably with some preference to education, gender, WASH, or child protection programming.
  • Demonstrated ability to lead teams and deliver consistent quality programming and reporting in complex organisational and operational environments required.
  • Proactive working style and proven ability to identify and mitigate risks, problem solve, and effectively manage conflict required.
  • Strong planning, organisational, and project management skills required.
  • Strong interpersonal skills required. Experience managing cross-cultural teams preferred.
  • Proficiency in Microsoft Office and email required.
  • Minimum of at least 10 years’ experience in all areas of project management and staff development;
  • Direct experience in managing staff, donor and stakeholders especially in the livelihood, agriculture sector
  • At least 5 years work experience in managing projects in the field offices
  • Direct experience of working with multicultural teams
  • Proven ability to develop people in a cross-cultural setting
  • Fluency in English and Tok Pisin required.
  • Willingness to travel to very remote communities required.
