Job Description:

The Project Manager of “Strengthening Community Frontliners for Disaster Preparedness and Resilience Project in Sri Lanka is responsible for providing overall strategic and operational leadership to develop, implement and manage the grant project which is implemented in three districts (Nuwara Eliya, Mulaitivu and Kilinochchi) in the country in accordance with grant contract and compliance to achieve the overall project goal. Accordingly, the Project Manager will conduct and ensure the planning, coordinating, and monitoring the project implementation in accordance with the proposed objectives.

Major Responsibilities

  • Direct and oversee grant planning, implementation, monitoring and ensure that all strategic objectives are met through proper design, staffing, and quality assurance
  • Provide critical guidance in enabling understanding, operationalizing, monitoring and managing the grant proposal and grant compliance with support from Grant team and project liaisons.
  • Coordinate and collaborate closely with the WVL HEA Department to ensure alignment with the organisation’s DRR strategies, policies, plans, standards and ongoing DRR interventions.
  • Ensure the coordination with the respective ADP Managers to ensure effective coordination and integration with ongoing DRR interventions, avoid duplication of efforts, and promote sustainability of project interventions.
  • Develop networks and maintain relationships with relevant Government Departments, local & international partners and WVL ADPs and WVL departments to obtain necessary services/support for project implementation and represent the organization in all relevant internal & external meetings.
  • Ensure all assessments, baseline and evaluations are done following the set standards of the project in a timely manner.
  • Ensure that the processes of planning, implementation, monitoring, evaluation and reporting are in place and performed in a timely manner.
  • Facilitate to develop all the project plans within the given time frame. (Design, M&E Plans, Annual Plans, DIPs, Resource allocation plans etc.)
  • Train project staff on all standards, policies and guidelines on a regular basis
  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and SO staff.
  • Manage Resources with integrity and stewardship in compliance with WVL’s and Grant financial policies and procedures.
  • Ensure that all project learnings, key findings, and relevant project documents are systematically shared with the HEA Department to strengthen organisational knowledge and inform the development and implementation of WVL’s DRR strategies, plans, and programmes.

Required qualifications, experience & competencies

  • A Master’s degree in Social Sciences, International Development Studies or Community development and any degree related to DRR
  • At least 10 years of experience in Community Development, Program/Project Management or Coordination in a complex, international organization preferably in the INGO context.
  • Experience Especially in the sectors of disaster risk reduction
  • Written and oral communication skills in Sinhala/Tamil and English.
  • Knowledge and experience in Community-Based Disaster Risk Management (CBDRM), Disaster Early Warning Systems (EWS), and Anticipatory Action (AA) approaches and methodologies.
  • Good understanding of the national disaster risk context, including key policies, strategies, frameworks, and plans related to disaster management.
  • Demonstrated capacity in program management, with conceptual understanding and required competency in DME functions
  • Experience in project design, implementation, monitoring, evaluation and report writing.
  • Excellent analytical and problem-solving skills
