Job Description:

The Project Officer will facilitate the planning and implementation of daily activities related to the PASTI Papua Project. He will support daily program activities and provide technical guidance to community groups or local partners who assist WV in carrying out certain activities. Frequent field visits and reporting and monitoring of program components are required. This role will also build partnerships with local stakeholders.

Strategy Development and Planning:

  • Support the PASTI team in building a transformative child-focused community development vision and its planning.
  • Guide communities in identifying child-related issues and prioritize program implementation based on needs, opportunities, and community capabilities, aligned with project design and annual work plan.
  • Assist in creating quarterly and monthly community plans, which contribute to the overall project planning.
  • Guide communities in developing community-based disaster response plans.

Resource and Acquisition Management:

  • Guide communities in identifying available resources, risk management, and readiness to engage in program implementation.
  • Support the Coordinator in preparing program implementation at village and district levels and take responsibility for preparation and execution

Capacity Building:

  • Develop the capacity of communities and partners in character, competence, and commitment to ensure smooth program implementation for child and family welfare.
  • Raise community awareness to critically address issues and opportunities for child and family welfare.
  • Train communities and partners in managing local initiatives.
  • Conduct reflection and learning processes with communities, including the most vulnerable groups, and partners.
  • Share learnings and program implementation reports with relevant stakeholders.

Accountability:

  • Implement activities with communities as per the Annual Work Plan, adhering to standards and budget.
  • Provide community development technical assistance, including project management, activity implementation, reporting, communication systems, and internal monitoring and evaluation.
  • Conduct scheduled home visits to families and children.
  • Facilitate community organization processes at the village level.
  • Recommend project team for revisions in planning and budgeting based on monitoring, reflection, and learning with communities and partners.
  • Facilitate inclusive dialogue processes with communities and partners.
  • Contribute to monthly, quarterly, and annual project reporting.

Networking and Coordination Development:

  • Build partnerships with various organizations, institutions, and entities at the village level to improve child and family welfare, especially for the most vulnerable.
  • Facilitate and manage relationships with communities and village-level development partners, including village governments, existing community organizations, faith-based communities, private sectors, and community leaders.
  • Provide accurate organizational identity information.
  • Enhance understanding of the political situation in the service area to respond appropriately as an organizational representative.

Leadership and management:

  • Document field implementation processes and provide monthly activity progress reports to supervisors.
  • Foster a positive, respectful, and caring work environment.
  • Practice spirituality and prayer in daily life.

Requirement

  • Minimum of 3 years of work experience or at least 1 year as a development facilitator in humanitarian programs.
  • Preferably experienced in coordinating between sub-district and district-level government institutions and humanitarian organizations.
  • A Bachelor's degree in Social Sciences is preferred, but candidates from other fields are also welcome.
  • Strong skills in facilitating and building interpersonal relationships.
  • Proficient in using digital applications and continuously learning to improve documentation processes.
  • Understanding of community development and mobilization concepts.
  • Strong critical and analytical thinking skills.
  • Familiarity with the conditions of the service area.
  • 70% Field 30% Administration. Must understand the field conditions and their limitations, as you will reside in the service area.
  • Strong facilitation skills are required to build relationships with various stakeholders.
  • Proficiency in Bahasa Indonesia is required, and knowledge of local languages in the project area is preferred. English proficiency is an added advantage.
