Role Overview
The DevOps Lead will be responsible for leading the DevOps engineering team and establishing Day 2 DevOps operations for Government agency. The role requires someone with strong hands-on DevOps experience who can manage and guide DevOps engineers, establish engineering standards, improve CI/CD and automation, and ensure the environment is operationally ready and sustainable. The candidate should also have sufficient solutioning and architecture experience to review technical designs, propose solutions and work with architects, application teams and infrastructure teams when required.
Key Responsibilities
DevOps Leadership & Team Management
- Lead and manage a team of DevOps engineers.
- Plan and prioritise the team's technical activities and deliverables.
- Provide technical direction, coaching and guidance to engineers.
- Review engineers' designs, pipelines, automation and implementation work.
- Act as the technical escalation point for complex DevOps issues.
- Ensure the team follows agreed engineering, security and operational standards.
- Track delivery progress, technical risks and dependencies.
- Work closely with project and customer stakeholders on priorities and requirements.
Day 2 DevOps Operations
- Establish and manage the Day 2 DevOps operating model.
- Define operational processes, responsibilities and engineering standards.
- Ensure CI/CD platforms and pipelines are properly supported and maintained.
- Establish monitoring, alerting, logging and operational dashboards.
- Improve incident response and troubleshooting processes.
- Identify recurring manual activities and drive automation.
- Develop and maintain technical documentation, runbooks and operational procedures.
- Ensure production environments are stable, supportable and operationally ready.
- Drive continuous improvement across the DevOps environment.
CI/CD & Automation
- Design, implement and improve CI/CD pipelines.
- Establish source control, branching, build, deployment and release practices.
- Drive Infrastructure as Code using Terraform, CloudFormation or similar tools.
- Improve deployment automation and reduce manual activities.
- Implement appropriate pipeline approvals, security checks and deployment controls.
- Support containerised workloads using Docker, Kubernetes, ECS/EKS or similar platforms.
- Review and troubleshoot pipeline and deployment issues.
Cloud & Technical Solutioning
- Provide technical solutioning for cloud and DevOps requirements.
- Review proposed technical designs and recommend practical improvements.
- Understand AWS architecture across compute, networking, storage, database, security and monitoring.
- Support solution design for availability, scalability, security and operational requirements.
- Work with Solution Architects and other technical teams on larger architecture decisions.
- Ensure new solutions can be effectively transitioned into Day 2 operations.
- Participate in technical and architecture reviews where required.
Requirements
Technical Requirements
- Strong hands-on DevOps and CI/CD experience.
- Strong experience leading or managing DevOps engineers.
- Experience establishing or managing Day 2 DevOps operations.
- Good AWS cloud knowledge and hands-on experience.
- Strong experience with CI/CD platforms and pipeline management.
- Strong Infrastructure as Code experience, preferably Terraform and/or CloudFormation.
- Experience with Docker, Kubernetes and/or AWS ECS/EKS.
- Good understanding of monitoring, logging and observability.
- Good understanding of cloud security, IAM, secrets management and network security.
- Strong troubleshooting and problem-solving skills.
- Able to review technical designs and provide solutioning/architecture recommendations.
- Able to communicate effectively with both technical teams and customer stakeholders.
Experience
- Bachelor’s degree in Computer Science, Information Technology, or related field.
- Minimum 8 years of IT experience, with strong experience in DevOps, cloud engineering or platform engineering.
- At least 3-5 years in a DevOps Lead, Technical Lead or equivalent role.
- Proven experience managing and providing technical leadership to DevOps engineers.
- Experience establishing DevOps practices and operational processes for production environments.
- Experience supporting solutions from implementation through to Day 2 operations.
- Experience working in enterprise or large-scale environments.
- Singapore Government, GCC/GCC+ or regulated environment experience would be advantageous.
Certifications
Mandatory
- AWS Certified Solutions Architect - Professional.
Preferred
- NUS-ISS ICT Assessment Certification for Solution Architect under GovTech's ICT Vendor Assessment Programme.
- AWS Certified DevOps Engineer - Professional.
- Other relevant AWS, Kubernetes, Terraform or DevOps certifications would be advantageous.
