HSE Engineer (Health, Safety & Environment Engineer)

We are currently looking for experienced HSE Engineers to join the Kokshetau CHP (Combined Heat and Power Plant) Construction Project, one of the major energy infrastructure projects in Kazakhstan.

Key Responsibilities

The HSE Engineer will be responsible for:

• Monitoring EPC Contractors and Subcontractors compliance with project HSE requirements.
• Conducting daily site inspections, audits, and safety observations.
• Participating in HSE meetings, toolbox talks, and safety campaigns.
• Reviewing Method Statements (MS) and Risk Assessments (RA).
• Monitoring work at height, lifting operations, excavation activities, and electrical works.
• Identifying unsafe acts and unsafe conditions and reporting findings.
• Issuing HSE observations and corrective action requests.
• Maintaining HSE statistics, reports, and KPI tracking.
• Supporting incident investigations and root cause analysis.
• Monitoring environmental protection measures implemented by Contractors.
• Promoting a strong safety culture and ensuring compliance with PTW, LOTO, and other critical safety procedures.

Requirements, Skills & Certifications

Education

• Bachelor's Degree in Occupational Health & Safety, HSE Engineering, Industrial Safety, or a related technical discipline.

Experience

• Minimum 7 years of HSE experience on major construction projects.
• Experience supervising EPC Contractors and Subcontractors.
• Experience conducting HSE inspections, audits, and incident investigations.
• Experience preparing HSE reports, statistics, and KPIs.
• Previous experience working on behalf of the Client or Owner's Engineer is highly preferred.

Languages

• English - Working proficiency.
• Russian - Fluent.
• Kazakh - Preferred.

• Fire Safety Training Certificate.
• Other relevant HSE certifications will be considered an advantage.

• Location: Kokshetau, Kazakhstan
• Mobilization Date: 28 September 2026
• Rotation Schedule: 28/28 (11 hours per day)
• Contract Duration: September 2026 - September 2027, with possible extensions until the end of 2029
