The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Associate Project Manager I within the Drinking Water Operations North, Catskill Operations, Drinking Water Operations (DWO) Directorate located in Ashokan, New York. Drinking Water Operations (DWO) is responsible for the operation, maintenance, treatment and quality of three water supply systems and all associated infrastructure that conveys water to New York City. These systems include the Croton, Catskill, and Delaware Systems. The Directorate also operates and maintains seven Water Resource Recovery Facilities (WRRF’s), including five collection systems, that protect the headwaters of these systems. The directorate provides maintenance and operation of the Croton Water Filtration Plant, Jerome Park and Hillview Reservoirs, the Cat-Del UV Plant, Chlorination and Fluoridation at Delaware Aqueduct Shaft 18, Chlorine Dioxide at Croton Lake Gate House and the Ashokan Chemical Treatment Facility, Pleasantville Alum Plant, and other associated dams, aqueducts, shafts, waterworks, highways, support systems, and offices.

Under supervision of the Catskill Operations Regional Manager, the Associate Project Manager, I will be responsible for supporting projects and operational assignments within the Catskill Operations Region in an engineering and management capacity. Specific duties include:

- Serve as engineering team leader for Catskill Operations maneuvers and activities.

- Oversee all Capital Projects in the Region including providing critical design input and review, evaluation, support, and coordination.

- Initiate minor design and manage small projects within the Region.

- Initiate and provide support with Job Order Contracts in a regional capacity.

- Participate in the performance of work in design, construction supervision, inspection, testing, drafting and tracing.

- Engage in research, investigation, studies, or examinations related to the engineering functions or activities of a department or agency, including the operation, maintenance, repair, and alteration of public works.

- Assist with preparation of technical specifications, engineering plans and contract bid packages as well as prepare estimates or obtain quotes to procure needed supplies and equipment.

- Participate in inspection operations by observing, checking, and certifying the installation of materials and equipment. Attests to equipment performance and test results of materials.

- Review or examine plans for and may participate in or supervise the inspection of premises for the construction, demolition, or alteration of structures to comply with the provisions of law, rules or regulations.

- Provide technical support to Catskill Operation Section Supervisors to incorporate their work into the Avantis database.

- Prepare and issue periodic reports tracking maintenance performance indicators for the Catskill Operations Region.

- Work with Supervisory Control and Data Acquisition (SCADA) and Office of Information Technology (OIT) personnel to get necessary infrastructure in place.

- Represent the Region at various project meetings as assigned by the Regional Manager, and report back with a summary of the issues discussed and present information that may require a decision from Operations.

- Assist in the preparation and coordination for permits.

- Inspect projects and complete inspection reports and paperwork for submission of payment packages.

- Stay abreast of current Agency and Regulatory policies and procedures

Preferred Skills

- Knowledge of MS Office, MS Outlook programs, and AutoCAD

- Ability to navigate Citytime timekeeping program

- Ability to navigate a Computer Maintenance Management System (CMMS) on a desktop computer and on a Tablet

- Ability to work well with other employees on a one-on-one basis

- Passed the Fundamentals of Engineering (FE) exam and has an EIT Certificate

- Experience or familiarity with Financial Management System

- Excellent oral and written communication, report writing, and time management skills

License Requirement

At the time of appointment, candidates must possess a Motor Vehicle Driver License valid in the State of New York. Employees must maintain this license for the duration of employment.

Some of the physical activities performed by Associate Project Managers and environmental conditions experienced are: walking to and from inspection sites and during the course of inspections; climbing and descending ladders or stairs to get to areas to be inspected, including exposed heights and confined spaces; standing for extended periods of time; distinguishing colors; bending, stretching, and stooping during inspections; communicating orally; climbing over and around various objects; walking in areas that may be damp, moldy, dark, dusty, smoky, vermin infested, noisy, acrid, or containing fumes, emissions, extreme heat and cold, lead dust, asbestos, or other potentially hazardous material; and working outdoors in all kinds of weather.

Special Working Conditions: Associate Project Managers may be required to work shifts including nights, Saturdays, Sundays, and holidays.

ASSOCIATE PROJECT MANAGER - 22427

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
