Dynamis is seeking an experienced Exercise Planner to lead and support exercise planning, conduct, and evaluation for the Cybersecurity and Infrastructure Security Agency’s (CISA) Exercises Subdivision’s Infrastructure Security Exercise Branch (ISEB). Dynamis provides full-spectrum exercise support services to CISA Exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines for discussion- and operations-based exercises addressing all-hazards threat scenarios for critical infrastructure owners and operators. While the focus of the Infrastructure Security Exercise Support Services contract is to conduct exercises to test and validate plans and capabilities against physical security and natural hazard threats to critical infrastructure, Dynamis also supports exercises demonstrating the interplay of cybersecurity and physical security as they relate to critical infrastructure as well as the National Cyber Exercise Program (NCEP).
Location: Dynamis HQ in Falls Church, VA and client offices in Arlington, VA.
Responsibilities:
- Assist SME Exercise Planners and serve as a support contract planning lead for exercises
- Lead initial development of all required exercise documentation
- Facilitate exerciseplanning meetings
- Facilitate discussion-based exercises when required
- Support the planningand design of operational exercises, specifically FSEs, to include serving as anexercise controller for key exercise functions
- Supervise and reviewwork conducted by more junior contract personnel
- Assistin the development of strategicreportsand standard operating procedures
- Assistin the development and tracking of metrics
- Respond to Executive Secretariat Tasksas needed
- Assistwith exerciseschedulingand staffing as needed
- Assistwith meeting support
Requirements:
- U.S. Citizenship (must be able to obtain and maintain client suitability)
- Bachelor’s degree
- Minimum of 7years’experience in designing, planningand executing HSEEP-aligned, Joint ExerciseLifecycle, or other Federally recognized exercise planning doctrine exercises, including thedesign and execution of operational exercises, specifically Full-Scale Exercises(FSEs)
- In lieu of a Bachelor’sdegree, 10years of experience, of which a minimum of 5 years must be specialized in the designing, planningand executing HSEEP-aligned or Department of Defense comparable exercises, to include the design and execution of operational exercises specifically FSEs
- Knowledgeable inall applicable HSEEP exercisetypes
- Experience with the design, facilitation, and execution of both discussion-andoperations-based exercises, specifically Tabletop Exercises(TTXs), Functionals, and FSEs
- Located within 50 miles of Arlington, VA
Preferred:
- DHS/CISA suitability
- HSEEP certification
- MEP certification
- Knowledge of the CISA mission and organization
- Experience as an emergency manager, first responder, or similar field
- Experience with critical infrastructure owners and/or operators
- Experience facilitatingsenior-level federal workshops, planning meetings, or exercises
Salary range: $90,000-120,000
The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
