We're looking for a Product Manager to own Data Provisioning Standards (DPS) - the rules, schemas, contracts, and governance processes that determine how data enters, moves through, and gets consumed across our platform. This is a foundational, cross-cutting role: you won't own a single user-facing feature, you'll own the standards that every data producer and consumer downstream depends on to trust the data they're working with.

[What you will be working on]  

This role sits at the intersection of product, data engineering, and governance. You see policy as a product - DPS is a government mandate, but mandates don't implement themselves.

You'll work closely with Policy stakeholders to shape & operationalise standards, Data Providing Agencies (DPAs) to implement DPS, GovTech's engineering team to build toolings & systems, and Data Consuming Agencies (DCAs) to ensure the data reaching them is consistent, well-documented, and trustworthy for their operations and service delivery.

If you've worked on data contracts, schema governance, API standards, data quality/observability tooling, or consent-and-compliance-driven data exchange, this role will feel familiar.

What You'll Do

• Define and own what good data provisioning looks like across WOG - spanning Data Quality, Data Delivery Performance and Data Interfacing Standards - and iterate those standards in close collaboration with policy stakeholders, ensuring they remain grounded in what agencies can realistically implement as the ecosystem matures.

• Design and own the agency support packages for DPS implementation - matching the right level of guidance, tooling, and support to each agency's technical maturity so that compliance is achievable for every agency regardless of where they start.

• Work with data engineering team to translate standards into tooling that data providers can actually use - spanning data quality validation, metrics computation, pipeline integration, and centralised monitoring.

• Own the roadmap for data quality and provisioning tooling, prioritizing against data provider pain points through requirements-gathering sessions, downstream consumer needs, and adoption risk (e.g., silent schema drift, incomplete metadata, inconsistent semantics across providers).

• Define and track success metrics for provisioning health: onboarding time, data quality incident rate, schema compliance rate, time-to-detect for drift/anomalies.

• Write and maintain clear, versioned documentation of every standard - the standard itself, the rationale, migration guidance for changes, and worked examples.

• Where standards intersect with regulatory or consent requirements, work with legal/compliance to ensure provisioning rules satisfy consent, data minimization, and audit requirements.

• Represent the provisioning standards function in cross-team and (where relevant) external/industry forums.

[What we are looking for]  

• 4+ years of product management experience, with meaningful time spent on a data platform, data infrastructure, API platform, or developer-facing product

• Demonstrated experience defining standards, contracts, or schemas that other teams had to adopt - and successfully driving that adoption across teams you didn't manage.

• Strong technical fluency with data concepts: schemas, APIs, data contracts, ETL/ELT pipelines, data quality dimensions (completeness, timeliness, accuracy). You don't need to write production code, but you need to be credible in a room with data engineers.

• A track record of balancing governance rigor against provider/developer experience - you know that a standard nobody can practically comply with is worse than no standard at all. So you'll be as invested in the tooling, templates, and any support that make compliance achievable by data providing agencies.

• Excellent written communication - this role lives and dies by documentation quality. Comfortable writing specs, migration guides, and decision records that other teams will follow without you in the room.

• Strong stakeholder management skills: you'll be negotiating with data provider teams who don't report to you and don't always want to change how they work.

• Comfortable operating with ambiguity in a space that's still maturing - you'll be building some of these standards from scratch, not just maintaining existing ones.

 Nice to have:

• Experience with data quality/observability tooling (e.g., Monte Carlo, Validio, Great Expectations, or an in-house equivalent).

• Background in a regulated or consent-driven data-sharing environment (open banking, health data exchange, gov data platforms, or similar).

• Experience with data contracts, schema governance frameworks (ODCS, OpenAPI, JSON Schema, Avro/Protobuf), and contract testing tools like Pact.

• Prior experience in an environment where data provenance and auditability are first-class concerns.
