Who We Are

We are the Culture, Community and Youth Cluster (CCYC), a team of GovTech designers, engineers, product managers, and business analysts embedded across the statutory boards and autonomous agencies under the Ministry of Culture, Community and Youth (MCCY). Our mission is to partner Singaporeans to build a caring, cohesive and confident nation, across Arts and Heritage, Community, Youth, Sports, and Giving.

Our designers sit within a central CCYC design team, each embedded in their respective agency and reporting to the Head of Design. The portfolio spans products such as:

• CulturePass: A national platform that democratises access to arts and culture for all Singaporeans.

• Permanent Resident Journey: A digital platform that helps new permanent residents settle into and integrate with Singapore.

• NYC Discover Portal: An opportunities portal for youth to explore career paths, connect with mentors, and engage with programmes across life stages.

• PA Community App: A mobile app connecting residents to local community spaces, happenings, and volunteering opportunities.

You will join this established design team as the first designer embedded in the National Arts Council (NAC). Day-to-day, you will be embedded within NAC's IT Division, whose mission is to strengthen the arts sector's digital capabilities through two pillars: building shared digital infrastructure for a data-driven and resilient arts sector; and supporting technology-driven innovation in artmaking to create new audience experiences.

[What you will be working on]  

Your primary focus is NAC's centralised data platform, an integrated environment that consolidates fragmented arts datasets from across the sector. The platform equips NAC and partner agencies with tools to track participation, monitor funding outcomes, and make evidence-based decisions on resource allocation and policy development.

This is a cross-sector product serving both internal NAC officers and external partner agencies, across varying levels of data literacy and distinct workflows. You will gather design requirements together with product managers, engineers, and NAC stakeholders, translating data and policy needs into clear, testable design direction.

As the first designer on the ground, you will also help establish design practice within NAC ITD and shape what comes next as the portfolio grows.

Design Data-Dense Experiences

Design dashboards, visualisations, and analytical interfaces that make complex datasets legible and actionable across a diverse user base. Apply deliberate information architecture and cognitive load management, not just visual design.

Gather and Translate Requirements

Work with product managers, engineers, and stakeholders across NAC and partner agencies to surface the actual need behind a stated request. Translate data and policy requirements into clear, testable design briefs.

Own the Full Design Lifecycle

Take features from concept to production: user flows, wireframes, high-fidelity UI, prototypes, and engineering handoff. Move efficiently across the full stack of UX without needing to be managed through each stage.

Conduct Continuous Research

Run focused usability tests and user interviews to validate how different user groups interpret and act on data. Synthesise findings quickly and feed them back into the design without waiting for a formal research cycle.

Manage Stakeholders Across Agencies

Navigate a complex stakeholder environment across NAC divisions and partner agencies. Communicate design rationale clearly and build trust with stakeholders who may not have worked with a designer before.

Contribute to the Design System

Extend shared CCYC design system components and patterns to cover data visualisation and dashboard use cases. Document contributions clearly for the wider design team

[What we are looking for]

• Experience: 7+ years of UX or product design experience, with a portfolio that includes at least one shipped data product: dashboards, analytics tools, or reporting interfaces.

• Data UX: Demonstrable experience designing data visualisations and dashboards: chart selection, information hierarchy, filtering patterns, and handling of empty, partial, and error states.

• Requirements Gathering: Experience gathering requirements for data or analytics products, working with PMs and engineers to translate domain needs into design direction.

• End-to-End Design: Strong UX fundamentals across the full lifecycle: flows, wireframing, high-fidelity UI, prototyping, usability testing, and handoff.

• Analytical Thinking: Analytical mindset. You are comfortable reading data, questioning it, and using it to inform decisions. You can hold a substantive conversation with an analyst or policy officer.

• Stakeholder Management: Clear communication and confident presentation of design rationale to non-design stakeholders across agencies.

• Autonomy: Ability to set your own priorities and operate independently without close supervision.

• Tools: Proficiency in Figma for UI design, prototyping, and design system contribution.

Bonus Points For

• Experience on enterprise or internal-facing tools with complex permission structures or multi-role user bases.

• Familiarity with data literacy concepts and how users at different analytical levels interpret charts and metrics differently.

• Prior experience in a government digital environment or statutory board context.

• Experience contributing to a component-based design system at scale.
