The vacancies attached to this record come from the global IOM recruitment system and include legal, finance, budget, supply chain, human resources, emergency coordination and shelter sector roles, plus internships, in many countries.

Under the overall supervision of the Finance and Administrative Officer (MHD) and the direct supervision of the National Finance Officer (Health Data Monitoring and Reporting), the Senior Administrative and Finance Associate will be responsible and accountable for providing administrative and financial support services including processing payments and invoices, budgeting, financial monitoring, reporting, and finance-related functions for the health projects managed by PAF unit.

  • Generate financial reports from WAVE as the primary source of data for monitoring, analysis, and decision-making.
  • Coordinate the production, enhancement, and standardization of financial monitoring reports using established templates for large-scale global migration health programmes, including GHAPs, IOM Teleradiology Programme, Pre-departure Medical Services Project for Canada bound refugees, GSCS, and other MHD initiatives.
  • Prepare and contribute to qualitative and quantitative analyses of financial data, providing inputs, insights and recommendations to support programme and management decisions.
  • Assist in the review and analyses of financial transactions (revenue and expenses) and monthly financial performance of global migration health projects, including start-up and one-time costs; communicate findings and follow up with field missions to facilitate timely resolution.
  • Coordinate the preparation and consolidation of monthly, quarterly, and annual financial reports for dissemination to Regional Offices and submission to Project Managers and governance bodies such as the GHAP Budget Review Committee (BRC).
  • Facilitate the maintenance, accuracy, and continuous improvement of MHD financial dashboards, including supporting automation initiatives and data visualization enhancements.
  • Review new, supplemental, and revised budget submissions, in accordance with IOM policies and costing standards, and provide recommendations and follow up as required.
  • Consolidate budget submissions by validating, collating, and encoding data into standardized templates.
  • Contribute to the enhancement of financial tools and reporting systems, including dashboards, management reports, spending reviews, BSP analysis, and key performance indicators using advanced Excel, Power Query, and other tools.
  • Support the ongoing maintenance and functionality of MHD dashboards, including validating data integrity, addressing issues, and incorporating updates as needed.
  • Identify areas for process improvement and provide inputs to enhance efficiency, transparency, and compliance with IOM policies.
  • Update and maintain Standard Operating Procedures (SOPs), work instructions, and financial process documentation.
  • Support project activation procedures and financial closure activities for global migration health programmes.
  • Maintain organized filing systems for working documents and reports in OneDrive/SharePoint.
  • Support audit processes by providing required documentation and assisting in the implementation of audit recommendations.
  • Assist in the preparation of the monthly salary projectization for MHD GSCS staff in the Global Shared Services Centre (GSSC) and Headquarters (HQ).
  • Coordinate with Treasury on payments and with Revenue on accruals, receivables clearing, and adjustment entries.
  • Support capacity-building initiatives by providing guidance and training support on administrative and financial processes within assigned work areas.
  • Collaborate with field missions and internal stakeholders to support alignment of financial processes and reporting requirements.
  • Support the continuity of team operations during the supervisor’s absence.
  • Perform such other relevant duties as may be assigned.

EDUCATION

  • Bachelor’s degree in Accounting, Finance, Business Administration or a related field from an

    accredited academic institution, with four (4) years of relevant professional experience; or

  • High school diploma with six (6) years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Experience in financial monitoring, reporting, budgeting, accounting or auditing;
  • Experience maintaining dashboards using Power Query and other data tools; and
  • Organizational knowledge and experience in migration health projects is an advantage.

SKILLS

  • Sound knowledge of accounting systems, including SAP or other enterprise resource planning (ERP) systems, as well as generally accepted accounting principles, internal controls, and audit/review procedures;
  • High level of computer literacy, especially in Microsoft Excel and PowerPoint applications; knowledge of other IT packages and their implementation is an advantage;
  • Good analytical and problem-solving skills with an eye for detail; and
  • Excellent organizational and multi-tasking skills.
