This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a HCM Analytics & BI Developer based in United States.

This role offers the opportunity to shape the analytics ecosystem supporting a major federal Human Capital Management modernization initiative. You will design and deliver enterprise reporting, dashboards, data models, and analytics solutions built around Oracle Fusion Cloud HCM. Your work will provide federal HR leaders, agency executives, and government decision-makers with actionable insights into workforce trends, compliance, staffing, and organizational performance. The position combines hands-on BI development with technical leadership, requiring you to translate complex human capital requirements into scalable and accessible reporting solutions. You will work independently on challenging technical assignments while collaborating with cross-functional teams and supporting agency-specific implementations. The role also provides opportunities to lead technical workstreams, mentor junior professionals, and establish analytics best practices. This is a primarily remote position offering long-term project stability, broad technical exposure, and the chance to contribute to large-scale public-sector workforce transformation.

Accountabilities:

    • Design and develop Oracle OTBI dashboards providing real-time workforce insights across areas such as headcount, hiring pipelines, turnover, vacancies, demographics, and organizational trends.
    • Build Oracle BI Publisher reports and templates supporting federal HR submissions, compliance requirements, and structured reporting such as EHRI, GHRR, and SF-113.
    • Create advanced Oracle Analytics Cloud dashboards incorporating predictive modeling, trend analysis, interactive visualizations, and executive-level insights.
    • Configure and optimize HCM Extract processes for bulk data extraction and downstream analytics and data warehousing workflows.
    • Develop interactive organizational charts, workforce exploration tools, ad hoc reporting capabilities, and self-service analytics for HR professionals and managers.
    • Deliver analytics solutions supporting federal workforce initiatives, including EEO/MD-715, FEVS analytics, DEIA reporting, and human capital accountability requirements.
    • Ensure analytics products meet Section 508 and WCAG 2.1 AA accessibility standards.
    • Develop semantic layers and governed data models that establish consistent definitions for workforce metrics, KPIs, and analytical reporting.
    • Translate human capital analytics requirements into technical specifications, wireframes, reporting architectures, and scalable development plans.
    • Support agency onboarding through agency-specific reporting templates, historical data migration, analytics enablement, and user training.
    • Independently troubleshoot complex technical and functional challenges while mentoring junior team members and promoting strong development practices.
    • Lead small technical workstreams, review deliverables, and establish best practices across Oracle Fusion Cloud HCM analytics and reporting initiatives.
    • Requirements:

      • Bachelor’s degree and 7 years of relevant experience, with additional professional experience accepted in lieu of the degree.
      • 7+ years of experience in business intelligence, analytics, enterprise reporting, or a related technical discipline.
      • 5+ years of hands-on experience with Oracle OTBI, Oracle BI Publisher, or comparable enterprise BI platforms such as Power BI, Tableau, or SAP BusinessObjects.
      • Strong SQL skills with experience developing analytical queries against large-scale HR or HCM datasets.
      • Demonstrated experience creating interactive dashboards with drill-down capabilities, parameters, dynamic visualizations, and user-friendly reporting experiences.
      • Strong understanding of workforce analytics concepts, including headcount, attrition, time-to-fill, workforce planning, and span of control.
      • Experience developing accessible analytics solutions that comply with Section 508 and WCAG standards.
      • Familiarity with Agile or SAFe development methodologies.
      • Ability to obtain and maintain a Public Trust clearance; U.S. citizenship is required.
      • Strong analytical, problem-solving, communication, and independent working skills, with the ability to manage complex assignments and collaborate effectively with technical and functional stakeholders.
      • Experience with Oracle Fusion HCM, including its subject areas and data models, is preferred.
      • 8+ years of BI development experience, particularly within Oracle Fusion HCM environments, is preferred.
      • Oracle Analytics Cloud or BI Publisher certifications are a plus.
      • Experience with federal HR analytics, including EHRI, GHRR, federal accountability reporting, FEVS analytics, or DEIA workforce reporting, is preferred.
      • Experience with predictive analytics using R, Python, or Oracle Analytics Cloud machine learning is a plus.
      • Experience developing HCM Extract solutions for enterprise data warehousing and familiarity with Oracle Cloud technologies such as OIC or OCI are desirable.
