This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior HCM Analytics & BI Developer based in the United States.
This is a senior technology role supporting a large-scale federal Human Capital Management modernization initiative using Oracle Fusion Cloud HCM.
You’ll design and deliver enterprise analytics, dashboards, reporting solutions, and workforce insights used by government HR teams and leadership.
The role combines advanced BI development with workforce analytics, compliance reporting, predictive insights, and large-scale HCM data management.
You’ll work across OTBI, BI Publisher, Oracle Analytics Cloud, HCM Extracts, SQL, and related technologies to transform complex workforce data into actionable information.
Accessibility, data governance, consistency of HR metrics, and compliance with federal reporting standards will be central to the solutions you build.
As a senior technical authority, you’ll help establish standards, mentor colleagues, influence architecture decisions, and support agency implementations.
The position is primarily remote, with occasional travel to Reston, Virginia, and offers the opportunity to contribute to a high-impact federal transformation program.
Accountabilities:
- Develop Oracle Transactional Business Intelligence (OTBI) analyses and interactive dashboards that provide real-time workforce metrics such as headcount, vacancy rates, time-to-hire, turnover, and demographic trends.
- Build BI Publisher reports and templates supporting federal reporting requirements, including EHRI submissions, GHRR compliance, SF-113 statistics, and agency-specific human resources reporting.
- Create Oracle Analytics Cloud dashboards with predictive analytics, trend analysis, workforce comparisons, and other advanced analytical capabilities.
- Configure HCM Extracts to support bulk data extraction for analytics pipelines, data warehouse feeds, reporting environments, and integrations with external systems.
- Develop organizational chart visualizations and workforce exploration tools that help users navigate organizational hierarchies, positions, and workforce structures.
- Build ad hoc and self-service reporting capabilities that enable HR teams to create and explore custom workforce insights while maintaining appropriate data governance.
- Develop compliance and accountability reporting for initiatives such as DEIA, MD-715, FEVS, and other federal workforce frameworks.
- Ensure analytics products and reporting solutions meet Section 508 and WCAG 2.1 AA accessibility requirements.
- Design and maintain governed OTBI and OAC semantic layers that establish consistent definitions and reliable reporting for key HR and workforce metrics.
- Collaborate with functional teams, government stakeholders, and technical partners to translate human capital analytics requirements into clear technical specifications and scalable solutions.
- Support agency onboarding through tailored reporting templates, historical data migration activities, analytics enablement, and user training.
- Serve as a senior technical authority for HCM analytics and BI, establishing development standards, best practices, governance approaches, and technical oversight.
- Mentor cross-functional team members, encourage innovation, and contribute to program-level technical and solution decisions.
- U.S. citizenship and the ability to obtain and maintain a Public Trust clearance.
- Bachelor’s degree in a relevant discipline plus 10+ years of relevant experience; additional relevant experience may be considered in lieu of a degree.
- 10+ years of professional experience in business intelligence development, analytics, enterprise reporting, or a closely related field.
- 8+ years of experience with Oracle OTBI, BI Publisher, or comparable enterprise BI platforms such as Tableau, Power BI, or SAP BusinessObjects.
- Strong SQL skills, including the ability to develop analytical queries against large-scale HR and HCM data models.
- Proven experience creating interactive dashboards featuring drill-down functionality, parameters, dynamic visualizations, and user-driven exploration.
- Strong understanding of workforce analytics concepts, including headcount, attrition, time-to-fill, span of control, workforce planning, and related HR metrics.
- Experience developing accessible reports and visualizations that comply with Section 508 and WCAG requirements.
- Familiarity with Agile and SAFe delivery methodologies and experience working effectively within cross-functional technical teams.
- 11+ years of BI development experience with Oracle Fusion HCM analytics is preferred.
- Oracle Analytics Cloud or BI Publisher certification is desirable.
- Experience with federal HR analytics and reporting frameworks such as EHRI, GHRR, HCAAF, DEIA, and FEVS is highly valued.
- Experience with the Oracle Fusion HCM data model and OTBI subject areas is preferred.
- Experience with predictive analytics technologies such as Python, R, or Oracle Analytics Cloud machine learning is advantageous.
- Experience using HCM Extracts for bulk data transfer and enterprise analytics is desirable.
- Familiarity with Oracle Cloud technologies such as Oracle Integration Cloud and Oracle Cloud Infrastructure in HCM or ERP environments is a plus.
- Strong analytical thinking, communication, mentoring, problem-solving, and stakeholder-management skills, with the ability to operate as a trusted technical advisor on complex modernization initiatives.
- Primarily remote position available across the United States, with occasional onsite work in Reston, Virginia, based on business needs.
- Competitive national salary range of $105,100-$231,100, with final compensation determined by factors including geographic location, relevant experience, skills, education, certifications, and applicable contract requirements.
