Leidos is an American technology and engineering services company created in 2013 when Science Applications International Corporation split in two, with Leidos taking the technical services and solutions business. It is one of the largest suppliers to the United States government, working across defence programmes, intelligence systems, civil agencies including the Federal Aviation Administration, and healthcare services for the Department of Veterans Affairs. Headquartered in Reston, Virginia, the company also builds security detection products for airports and borders, and has concentrated recent investment on trusted artificial intelligence and autonomy for mission environments.

Leidos Digital Sector is seeking a Program Analyst. The Program Analyst - Organizational Change Management (OCM) supports U.S. Coast Guard programs by planning, executing, and sustaining change management activities associated with organizational, process, and technology transformations. This role focuses on stakeholder engagement, communications, training, and adoption strategies to ensure successful implementation of new capabilities and business processes. The OCM Analyst works closely with program leadership, technical teams, and end users to minimize disruption and maximize mission outcomes.

The successful candidate will collaborate with Coast Guard stakeholders, business analysts, automation engineers, technical teams, and program leadership to assess existing processes, develop current-state and future-state process maps, identify operational inefficiencies, and recommend process improvements. The individual will leverage Microsoft Visio, business process modeling tools, and data analysis techniques to translate operational requirements into actionable solutions while supporting stakeholder engagement, communications, training, and change adoption.

This is a hybrid position, anticipated 2 days on-site, USCG Headquarters, DC

Primary Responsibilities

Business Process Analysis & Improvement

  • Conduct business process assessments and facilitate stakeholder interviews, requirements-gathering sessions, and process discovery workshops.
  • Develop As-Is and To-Be process maps, workflow diagrams, swimlane diagrams, and decision flows using Microsoft Visio and other approved process modeling tools.
  • Apply value stream mapping, and business process reengineering (BPR) techniques to identify inefficiencies, bottlenecks, redundancies, and automation opportunities.
  • Perform gap analyses, document business rules and process dependencies, and recommend workflow improvements and process standardization.
  • Translate process maps and operational requirements into business requirements, user stories, functional specifications, and acceptance criteria.

Data Analysis & Automation Support

  • Analyze operational data, process cycle times, error rates, workload, and manual effort to establish performance baselines and identify improvement opportunities.
  • Develop KPIs, reports, and dashboards to measure process improvements, automation effectiveness, and operational efficiencies, including "minutes back to the mission."
  • Support automation use-case intake, feasibility assessments, prioritization, MVP development, pilot evaluations, and user acceptance testing.
  • Collaborate with technical teams to evaluate opportunities for workflow automation, RPA, AI-enabled solutions, and other digital modernization capabilities.

Organizational Change Management & Stakeholder Engagement

  • Support development and execution of OCM strategies, stakeholder engagement plans, communications, training, and adoption activities.
  • Conduct change impact and organizational readiness assessments to identify how proposed process and technology changes affect personnel, workflows, and responsibilities.
  • Facilitate stakeholder workshops, demonstrations, feedback sessions, and process improvement discussions.
  • Identify adoption barriers, recommend mitigation strategies, and track change readiness, user feedback, and adoption metrics.
  • Develop change management documentation, training materials, process guides, executive briefings, and transition plans.
  • Coordinate with program managers and technical teams to align change activities with implementation schedules and delivery milestones.

Program Governance & Documentation

  • Maintain process documentation, requirements, action items, decision logs, and other governance artifacts in SharePoint, Jira, Confluence, or ServiceNow.
  • Prepare executive summaries, process improvement recommendations, performance reports, and stakeholder presentations.
  • Support program reviews, continuous improvement initiatives, and knowledge transfer activities.

Basic Qualifications

  • Bachelor's degree in Business Administration, Information Systems, Business Analytics, Organizational Development, or related field and 6 years of experience. Additional relevant experience may be considered in lieu of a degree.
  • 6+ years of experience in business process analysis, program analysis, organizational change management, or IT modernization.
  • Demonstrated hands-on experience with Microsoft Visio, developing As-Is/To-Be process maps, swimlane diagrams, and workflow documentation.
  • Experience with business process modeling, gap analysis, requirements gathering, and process improvement methodologies.
  • Experience supporting stakeholder engagement, change management, communications, training, or technology adoption initiatives.
  • Experience analyzing operational data and developing performance metrics, reports, or dashboards.
  • Proficiency with Microsoft Office, including Excel, PowerPoint, Word, and Visio; experience with SharePoint, Jira, Confluence, or ServiceNow.
  • Strong analytical, facilitation, problem-solving, documentation, and communication skills.
  • Experience supporting federal programs or enterprise technology modernization.
  • U.S. Citizenship and ability to obtain and maintain a DHS Public Trust.

Preferred Qualifications

  • Experience supporting USCG, DHS, DoD, or other federal agencies.
