Overview

LMI is seeking a skilled Senior IT Portfolio Manager to support the Army Headquarters, Department of the Army G-4 Enterprise Logistics and Supply Support (ELISS) program. This role will provide senior-level IT portfolio management, investment planning, budget alignment, and executive decision support for a portfolio of approximately 100 information technology systems. The successful candidate will lead the development and management of Organization Execution Plans (OEPs), support portfolio rationalization, and translate complex technical, financial, and programmatic information into actionable recommendations for government leadership. This position requires an active Secret clearance.

The ideal candidate is highly organized, execution focused, and comfortable operating in a fast-paced headquarters environment with multiple competing priorities. This individual will work across system owners, functional stakeholders, resource managers, technical teams, and senior government leaders to ensure IT investments remain aligned with mission requirements, budget and programming decisions, applicable laws and policies, and broader Army modernization objectives.

This position is part of the team supporting the Army HQDA G-4 ELISS program, delivering innovative solutions that enable critical Army logistics and sustainment missions.

Responsibilities

  • Manage and provide oversight of an enterprise IT portfolio consisting of approximately 100 or more systems, applications, and technology investments.
  • Lead the development, coordination, quality review, and annual refresh of Organization Execution Plans (OEPs) required to support government budget certification activities.
  • Establish repeatable processes, templates, schedules, data requirements, and governance procedures for OEP development across the portfolio.
  • Coordinate with system owners, program stakeholders, resource managers, and functional leaders to validate system requirements, investment priorities, funding needs, lifecycle plans, and execution strategies.
  • Develop and execute an IT portfolio rationalization strategy that evaluates systems based on mission value, cost, capability overlap, technical condition, lifecycle status, risk, performance, and alignment with enterprise priorities.
  • Identify opportunities to retain, modernize, consolidate, migrate, replace, or retire systems and provide defensible recommendations to government leadership.
  • Align portfolio rationalization findings to budget and programming formulation, ensuring investment recommendations inform resource planning and future-year funding decisions.
  • Support Planning, Programming, Budgeting, and Execution activities by connecting system requirements, investment priorities, portfolio risks, and modernization decisions to available resources.
  • Analyze portfolio data to identify redundant capabilities, unnecessary investments, funding gaps, lifecycle risks, technical debt, and opportunities for improved mission effectiveness or cost efficiency.
  • Develop investment decision memoranda, decision papers, executive summaries, briefings, dashboards, and other leadership products that clearly communicate options, tradeoffs, risks, and recommended courses of action.
  • Ensure portfolio management activities and investment recommendations comply with applicable federal, Department of Defense, Army, cybersecurity, acquisition, financial management, and IT governance laws, regulations, policies, and guidance.
  • Support portfolio governance boards, working groups, budget reviews, investment reviews, and other senior-level decision forums.
  • Collect, consolidate, validate, and analyze information from multiple systems and stakeholder organizations to establish an accurate and defensible portfolio-level view of IT investments.
  • Develop portfolio performance measures and reporting mechanisms that provide leadership visibility into system status, cost, risk, investment decisions, modernization activities, and execution.
  • Track portfolio decisions, actions, milestones, risks, and dependencies through completion and ensure approved investment decisions are reflected in subsequent planning and execution activities.
  • Translate complex technical, programmatic, financial, and policy information into concise recommendations suitable for senior Army leadership.
  • Identify opportunities to improve IT portfolio management processes through data integration, automation, analytics, dashboards, and standardized workflows.
  • Work independently and as a member of a cross-functional team, with demonstrated ability to operate effectively in strategic and consultant-oriented environments.
  • Communicate effectively with government leaders and technical and non-technical stakeholders, articulating complex portfolio issues and influencing investment and resource decisions.

Qualifications

  • Bachelor's degree in Information Technology, Information Systems, Computer Science, Systems Engineering, Business, Public Administration, Finance, Operations Research, or a related discipline, or equivalent work experience.
  • 10+ years of professional experience supporting IT portfolio management, IT investment management, program management, strategic planning, enterprise technology management, or a related field within the Department of Defense or another complex federal organization.
  • Demonstrated experience managing or supporting a large enterprise portfolio of IT systems, applications, or technology investments, preferably involving dozens or hundreds of systems.
  • Experience conducting IT portfolio rationalization, application rationalization, investment analysis, capability assessments, or similar enterprise portfolio reviews.
  • Experience developing organizational, program, investment, execution, or resource plans supporting budget formulation, certification, or programming activities.
  • Working knowledge of Department of Defense or Army Planning, Programming, Budgeting, and Execution processes and the relationship between portfolio priorities, program requirements, and resource decisions.
  • Experience evaluating IT investments for mission alignment, cost, risk, lifecycle status, performance, duplication, and modernization opportunities.
  • Experience interpreting and applying federal, Department of Defense, or Army policies and guidance related to IT governance, investment management, acquisition, cybersecurity, financial management, or system lifecycle management.
  • Demonstrated experience developing executive-level decision memoranda, briefings, issue papers, investment recommendations, and portfolio assessments.
  • Strong analytical skills with the ability to integrate technical, financial, operational, and programmatic information into defensible recommendations.
  • Demonstrated ability to work directly with senior government leaders and coordinate across multiple organizations, system owners, program offices, technical teams, and resource stakeholders.
  • Exceptional written and verbal communication skills, with the ability to explain complex technical and investment issues to non-technical audiences.
  • Highly organized, detail-oriented, responsive, and capable of managing multiple concurrent priorities in a fast-paced headquarters environment.
  • Proficiency with Microsoft Excel, PowerPoint, Word, Teams, and other collaboration and reporting tools.
  • Active Secret Clearance required.

Additional Preferred Qualifications:

  • Experience supporting Headquarters, Department of the Army, Army G-4, Army G-6, Army CIO, or another headquarters-level Army organization.
  • Experience performing duties comparable to the federal GS-2210 Information Technology Management Series at a senior or advisory level.
  • Direct experience developing or reviewing Organization Execution Plans (OEPs) or comparable IT investment and execution planning products.
  • Experience supporting Army portfolio governance, centralized programming, resource integration, budget certification, Program Objective Memorandum activities, or related resource planning processes.
  • Experience developing business cases or investment recommendations supporting system modernization, consolidation, migration, divestment, or retirement decisions.
  • Experience with enterprise architecture, IT lifecycle management, systems acquisition, cybersecurity, cloud modernization, or digital transformation initiatives.
  • Experience building portfolio dashboards, metrics, data visualizations, or executive reporting using Power BI or similar tools.
  • Relevant certifications such as PMP, ITIL, DAWIA or DAU credentials, or comparable IT or program management certifications.
  • Master's degree in Information Technology, Information Systems, Business, Public Administration, Systems Engineering, Finance, or a related field.

The target salary range for this position is 130,00-175,000
