About this Role

Irby Construction Company, a Quanta Services company, is seeking a Proposal Coordinator to organize, develop, and deliver competitive proposals across Transmission, Distribution, Substation, Battery Energy Storage System (BESS), and Data Center construction. This role transforms customer requirements and technical information into accurate, compelling submissions that reflect Irby's infrastructure expertise, commitment to safety, and operational excellence.

Partnering with Estimating, Engineering, Operations, Safety, and Business Development teams across these divisions, the Proposal Coordinator oversees proposal requirements, technical writing, document control, and submission timelines. The position requires excellent communication, careful quality control, and the ability to coordinate multiple complex infrastructure pursuits simultaneously.

What You'll Do

  • Coordinate proposal pursuits across transmission, distribution, substation, BESS, and data center projects from solicitation through final submission, establishing work plans, assignments, review milestones, and client delivery requirements.
  • Review project RFPs, RFQs, bid invitations, technical specifications, one-line diagrams, and contract exhibits to identify required responses, compliance items, and deadlines.
  • Work with estimators, project managers, engineers, and operations leaders to collect construction approaches, project schedules, staffing plans, qualifications, and execution details.
  • Develop and edit clear proposal narratives, executive summaries, relevant project profiles, and technical approach descriptions for utility infrastructure, energy storage, and data center construction projects.
  • Integrate technical inputs covering transmission structures and conductors, distribution linework, substation equipment, BESS installation and integration, data center electrical infrastructure, civil works, commissioning, and project execution, as applicable.
  • Lead proposal kickoffs and status reviews, maintain action-item trackers, and flag missing technical inputs, customer clarifications, or schedule risks before submission deadlines.
  • Maintain controlled proposal files, approved templates, staff qualifications, project references, and cross-division project experience materials for consistent reuse.
  • Assemble and quality-check complete submission packages, including required forms, certifications, schedules, safety information, project experience, and customer-specific attachments.
  • Monitor customer procurement portals and bid correspondence for addenda, drawing revisions, scope clarifications, and due-date changes; promptly distribute updates to pursuit teams.
  • Maintain opportunity records, pursuit status, submission dates, and bid outcomes in Salesforce or designated company tracking systems.
  • Partner with Estimating and Operations to articulate Irby's differentiators across power delivery, energy storage, and data center construction, safe energized-facility interfaces, schedule execution, and coordination with utility owners.
  • Coordinate site walks, pre-bid meetings, question logs, and approved customer communications in support of bid submissions across all divisions.
  • Improve proposal templates, technical content libraries, review checklists, and document workflows based on lessons learned and pursuit feedback.
  • Safeguard confidential bid pricing, customer drawings, equipment information, and internal project plans while managing overlapping submission deadlines.
  • Provide additional estimating and proposal support as assigned.

What You'll Bring

  • Bachelor’s degree in Business, Construction Management, or a related discipline preferred; equivalent relevant experience will be considered.
  • Experience coordinating construction or engineering proposals, technical writing, or complex bid submissions; experience supporting utility, energy storage, or data center pursuits is strongly preferred.
  • Strong writing, editing, proofreading, and document control skills, including the ability to accurately present technical construction information for utility customers.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook; ability to learn Salesforce, document management platforms, and customer bid portals.
  • Strong attention to detail, deadline management, and ability to manage several concurrent assignments while coordinating across departments.
  • Professional communication skills and discretion when handling sensitive client and company information.
  • Preferred
  • Prior proposal experience with transmission, distribution, substations, BESS, data centers, utility EPC contractors, or electrical engineering firms.
  • Working knowledge of power delivery, energy storage, and data center construction scopes, including electrical and civil systems, equipment installation, safety planning, and commissioning interfaces.
  • Experience maintaining proposal content libraries, opportunity data in Salesforce, or other pursuit tracking systems.
  • Ability to coordinate technical reviews with estimators, engineers, safety professionals, and field operations leaders and incorporate their feedback accurately.
  • Experience with Microsoft Project or comparable scheduling and coordination tools.
