Under this task order, our team maintains, sustains, and enhances the enterprise Oracle Federal Financials (OFF) application suite-the core financial engine of the DHA E-Commerce System (ECS). Operating on Red Hat Enterprise Linux (RHEL) within MedCOI-hosted Amazon Web Services (AWS) GovCloud East, OFF executes purchased care budget, accounting, and disbursement operations for the multi-billion-dollar TRICARE Private Sector Healthcare System.
As a Journeyman Application Developer, you will collaborate with Senior FM Developers (LCAT 313), Business Analysts, Database Administrators, and DHA Contract Resource Management (CRM) stakeholders to design, code, test, and maintain custom OFF extensions, forms, reports, automated workflows, and external system interfaces.
Responsibilities:
1. OFF Application Engineering & Custom Extensions
Perform full lifecycle development, sustainment engineering, and bug fixing across core Oracle Federal Financials COTS modules and DHA custom extensions, including:
Core COTS Financial Modules: General Ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), Purchasing (PO), Cost Management, Federal Financials, and Sub-Ledger Accounting (SLA).
Specialized Custom Extensions: Healthcare Claims Processing extensions, Pharmacy Module extensions, Office of General Counsel (OGC) Debt Management module, and Oracle Projects.
Reporting & Interfaces: SplashBI transactional reporting, Oracle Developer Suite Forms & Reports, Connect:Direct scripts, and Workflow Builder processes.
Develop, modify, and optimize SQL queries, PL/SQL packages, procedures, functions, database triggers, and batch concurrent programs executing in a UNIX/Linux RHEL environment.
Support claims-to-invoice conversion routines that interface healthcare claim data from the TRICARE Encounter Data System (TEDS) into OFF financial accounting structures.
2. Federal Accounting & Inter-Agency Modernization Projects
Contribute to the implementation of mandated federal initiatives under the guidance of Senior Developers and Architects:
Government Invoicing (G-Invoicing): Support development of data exchange objects, attributes, and automated settlement workflows for Intragovernmental Transactions (IGT) Buy/Sell activity using Treasury data standards.
Central Accounting Reporting System (CARS): Build and maintain ETL routines and database ingestion scripts to process the CARS Transactional Data Extract (CTDE) file, automating daily cash transaction reconciliation against Treasury disbursement data.
Standard Financial Information Structure (SFIS / SLOA / CCAS): Modify OFF accounting flexfields, database tables, and validation logic to maintain compliance with DoD Business Enterprise Architecture (BEA), Standard Line of Accounting (SLOA), and Common Cost Accounting Structure (CCAS).
PRISM to OFF Interface Handshake: Build and test automated commitment and obligation validation interfaces between OFF and Global Unison PRISM procurement software prior to contract modifications.
DFAS DDRS & WAWF Interfaces: Maintain transaction generation files and connectivity schemas transferring financial ledger data to the Defense Departmental Reporting System (DDRS) and Wide Area Workflow (WAWF) via the Global Exchange (GEX).
CRMSIT Payment Testing : Assist in generating test claim data files, running cycle processing, and executing end-to-end payment simulations with TEDS during biennial integration testing.
3. SDLC, Environment Governance & Testing
- Maintain and manage code across five (5) isolated environments: Development, System Test, QA/Pre-Prod (User Acceptance Testing), Benchmark, and Production.
Conduct all development and unit testing strictly within the Development environment, accessed exclusively via the secure DHA DCOPS Application Virtualization Hosting Environment (AVHE).
Adhere strictly to environment access segregation: developers are prohibited from direct data access in QA/Pre-Prod and Production; package deployment scripts for DBA and system administrator execution.
Utilize enterprise Configuration Management tools (GIT / GitHub, Micro Focus SBM, HP Quality Center/ALM) for software versioning, branching, check-in/check-out, and defect tracking.
Author and execute comprehensive Unit Test plans, and support System Integration Testing (SIT) and User Acceptance Testing (UAT), capturing test artifacts and screen evidence.
Support resolution of application defects to meet contractual quality thresholds: 100% of major defects, 100% of moderate defects, and 95% of minor defects resolved prior to release.
4. Cybersecurity, STIG Compliance & Production Support
- Develop code strictly aligned with DISA Application Security and Development STIGs, NIST SP 800-53 security controls, and static/dynamic scanning guidelines (Fortify, SonarQube, VS Code, Burp Suite) .
- Support Section 508 Accessibility compliance across all developed forms, screens, and report layouts in accordance with WCAG 2.1 Level AA standards.
- Participate in rotating operational sustainment to diagnose application processing errors, concurrent manager locks, and batch abends.
- Support contract restoration timeframes:
- End-of-Month (EOM) / Fiscal Year-End: Restore production disruptions within 4 hours maximum allowable downtime during the 5 days prior to, 5 days after EOM, and throughout October.

- Experience with source code version control tools (e.g., Git, GitHub, PVCS) and structured SDLC processes (IEEE 1074).
Accounting Calendar Surges: Due to the cyclical nature of federal healthcare accounting (End-of-Month, End-of-Quarter, and Fiscal Year-End closeouts in September/October), developers must have the flexibility to work adjusted/extra hours between pay periods to support financial book closings.
