Procurement Specialist

The Opportunity:

The Ministry of SaskBuilds and Procurement is home to the government’s Procurement Management Division (PMD). PMD brings procurement professionals and expertise into a single organization focused on excellence and service. PMD provides services to the public and other ministries, agencies, and crowns that support efforts to build the economy and improve the lives of all Saskatchewan people.

The Ministry of SaskBuilds and Procurement is seeking a positive, innovative, client-focused, and results-oriented individual to join the PMD team as Procurement Specialist for the Construction unit within the Strategic Sourcing Branch based in Regina. This position will allow you to leverage your passion for collaboration and procurement expertise with an organization with deep-rooted values of Respect and Integrity, Serving Citizens, Excellence, Innovation, Transparency and Fairness, and acting as One Team.

• Researches, identifies and manages all aspects of a complex competitive procurement process including utilizing different systems or tools to complete strategic sourcing initiatives.
• Retrieves data, identifies technical and legal issues, performs financial and non-financial data analysis and evaluates current and future trends.
• Develops relationships and liaises with senior officials to lead them through the strategic procurement process to achieve client and government objectives.
• Evaluates and provides feedback regarding the procurement process and ensures compliance with procurement policies/government goals and helps clients achieve success in their projects.
• Consults with other provinces on specific needs and works with the rules and regulations of other jurisdictions on intra-provincial procurement opportunities.

• Knowledgeable in procurement best practices, legislation, trade agreements, contract law and contract negotiations

• Able to perform mathematical applications to calculate and determine financial implications resulting from the procurement process
• Able to work independently and as a contributing member of a team to complete work assignment, achieve common goals, and contribute to a positive work environment
• A strong communicator and relationship-builder, with excellent customer service skills
• Able to work effectively and manage your workload independently in an evolving and dynamic environment
