Who we are supporting  

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

The Configuration Management Specialist will support IT configuration, change, service level, asset, and risk management activities at LANDCOM Headquarters in Izmir, Türkiye.

The role focuses on maintaining accurate configuration and asset information, controlling changes to IT environments, supporting IT Service Management processes, and ensuring configuration items are properly identified, documented, protected, and audited. The position also includes data modelling, service-level monitoring, risk documentation, and reporting activities.

Role Duties and Responsibilities

• Maintain and manage information related to IT configuration items.
• Use configuration management tools and processes to track, log, verify, and correct configuration information.
• Review and approve changes to help protect IT assets and components from unauthorized or inappropriate changes.
• Ensure compliance with configuration identification standards covering:

• Object types
• IT environments
• Processes and lifecycles
• Documentation
• Versions and formats
• Baselines
• Releases
• Templates

• Perform configuration audits to verify the accuracy of information and take corrective action when required.
• Develop, document, implement, and track approved changes.
• Apply established change control procedures.
• Manage and report on requests for change.
• Maintain an accurate IT asset register.
• Produce asset management reports and analysis to support decision-making.
• Monitor and record actual service performance against agreed Service Level Agreements (SLAs).
• Perform basic risk management activities.
• Maintain documentation covering risks, threats, vulnerabilities, and mitigation actions.
• Apply standard data modelling and design techniques.
• Establish, modify, and maintain data structures and related components.
• Clearly communicate data structures and related information to relevant stakeholders.

Essential Skills

• Strong practical knowledge of IT Configuration Management.
• Good understanding of ITIL Change and Configuration Management best practices.
• Experience with IT Service Management (ITSM) tools and technologies.
• Experience with BMC Remedy ITSM Suite v9.1 or later, or similar ITSM platforms.
• Good understanding of infrastructure supporting Service Management tools.
• Knowledge of database technologies, particularly:

• Microsoft SQL Server
• Oracle
• Experience with configuration item (CI) management and configuration records.
• Experience with change control processes and requests for change.
• Knowledge of IT asset management and asset registers.
• Ability to perform configuration audits and identify data inaccuracies.
• Understanding of service-level monitoring and SLAs.
• Basic risk management knowledge.
• Data modelling and data structure management skills.
• Strong attention to detail and ability to maintain accurate technical records.

Experience

• Minimum 3 years of practical experience across configuration management disciplines in a Configuration Management role.
• Practical experience with ITIL Change and Configuration Management processes and best practices.
• Hands-on experience working with IT Service Management tools and technologies such as BMC Remedy ITSM Suite v9.1 or above.
• Experience with infrastructure supporting Service Management platforms.
• Understanding of leading database solutions, including Microsoft SQL Server and Oracle.

Education

Candidates must meet one of the following:

• Higher vocational training in a relevant discipline, plus at least 3 years of relevant post-qualification experience.

OR

• Secondary education qualification, plus at least 5 years of relevant post-qualification experience.

Certifications

• ITIL Foundation Certification - desirable.

Working Policy

• Full-time on-site
• Required start date: 21 September 2026.
• Contract end date: 30 December 2026.
• Total scope: 550 hours.
• The candidate must already be eligible to work in Türkiye, either through Turkish citizenship or an appropriate work and residency permit.
• Very occasional travel to Disko Hit, approximately 35 km from LANDCOM HQ, may be required.
• When travel to Disko Hit is required, LANDCOM will provide transportation to and from LANDCOM Headquarters.
• NATO Secret security clearance is required.
