Job Description

Role Mandate

• Lead the transformation of AML Transaction Monitoring (TM) from a rules-based framework to a next-generation, analytics augmented surveillance capability
• Role requires deep, hands-on mastery of TM systems expertise, strong programme delivery leadership and ability to integrate advanced analytics and machine learning into production environments

Group Oversight & Advisory

• Operating at a Group level, the role provides strong oversight on TM & analytics initiatives
• Provide advisory and support to Singapore and overseas country teams on TM optimisatoin, analytics adoption and implementation challenges & best practices
• Ensure consistency, scalability and alignment with Group standards and regulatory expectations

Lead TM transformation, delivery and optimisation

• Lead transition from rules-based TM to hybrid detection frameworks combining rules, machine learning and advanced analytics
• Drive end-to-end delivery of AML surveillance programmes including system upgrades, analytics deployment and data capability uplift
• Drive, own and actively manage TM system effectiveness including scenario design and optimization, threshold tuning and calibration, alert quality and false positive reduction
• Monitor TM performance metrics using dashboards and track detection outcomes
• Maintain stability and performance of existing TM systems during transition, ensuring no degradation in control effectiveness
• Manage end-to-end TM system projects (upgrades, enhancements, integrations, TM related upstream projects, machine learning initiatives) and ensure completeness of project documentations

Stakeholder Engagement

• Work closely with data and decision scientists to operationalise models into live TM environments
• Partner with AFC domain experts (Investigations, FIU, Policy, Typologies) to ensure outputs are reflective of real financial crime behaviors, actionable for investigations and aligned to regulatory expectations
• Act as key bridge between Compliance, Technology, Data and AFC teams
• Ensure strong programme governance, stakeholder management and regulatory alignment
• Manage and provide necessary support for all review undertaken by Group Internal Audit, external audits and Regulatory agencies that have related AML / CFT TM system scopes
• Lead and develop a team of AML TM system functional professionals

Job Requirements

Core Profile

• Minimum 12-15 years of supervisory role experience in financial industry risk surveillance roles with a strong focus on AML / Financial Crime

• Senior AML professional with deep, hands-on experience in managing TM systems
• Proven track record in designing and optimizing TM scenarios, thresholds and detection frameworks, delivering large scale TM or surveillance transformation programmes
• Strong programme and project management capability with consistent delivery outcomes
• Proficiency in data analysis and statistical concepts
• Professional AML-related certification

Critical Capabilities

• Strong technical and functional understanding of TM systems (non-negotiable) including
  • Rules, scenarios design and configuration,
  • Threshold calibration and tuning,
  • Alert generation logic and workflow integration
• Experience integrating or working alongisde machine learning models and analytics use cases in TM environments
• Experience with holistic framework that looks at synergising ongoing customer monitoring between Line 1 and Line 2 across multiple control components will be advantageous.
• Ability to bridge AML typologies, system logic, analytic models
• Experience working closely with data scientists / analytic teams, AFC domain experts to validate real work applicability of detection approaches
• Ability to operate at at Group level, providing guidance across multiple jurisdictions
• Solid grounding in AML/CFT regulations, including expectations on model governance, explainability and auditability

• Strong stakeholder management across Group, country teams, Compliance, AFC, Technology & Data teams
• Comfortable operating as a translator between domain experts and technical specialists
• Practical and pragmatic, able to balance innovation with regulatory and operational realities

Education

• Minimum a recognized degree in a relevant field
