Job overview

As a Designer with strong user research skills, you will own the end-to-end design process—from understanding users and defining problems to designing, testing, supporting implementation, and evaluating released experiences.
Research will be central to your practice. You will engage users and stakeholders to understand their needs, workflows, and challenges, then translate those insights into intuitive, accessible interfaces. You will work closely with designers, engineers, business analysts, and product managers to carry solutions through to implementation, ensuring that the delivered experience reflects the design intent and addresses users’ needs. We are looking for someone with a passion for social work and improving people’s lives. You should be interested in understanding the lived experiences of citizens and the challenges faced by those who serve them.
You will be embedded in a project scrum team as a member of the Design team in GDT. The office will be located at Punggol Digital District.

What to expect

Within your first month... You will understand the product strategy, key user groups, and agency context. You will review existing research, user feedback, and designs to identify gaps and opportunities.
You will contribute to active sprints through design improvements, and implementation support, while building relationships with the scrum team and stakeholders.

By the end of 3 months... You will have taken at least one feature through the end-to-end design and delivery process: framing the problem, developing flows and prototypes, testing with users, and producing detailed UI designs.
You will work with engineers to implement the feature, review the built experience, and resolve usability and visual design issues before release.

After 6 months...You will independently lead design initiatives with minimal supervision, choosing appropriate research and design methods for the problem and delivery constraints.
You will use research findings, product data, and operational context to explain your decisions and influence product priorities. You will carry designs through implementation and use feedback from released features to identify further improvements. You will have opportunities to deepen your research and design craft and contribute to shared practices across the Design team.

Beyond that...

You will continue to solve problems such as:

How can we...

○ better understand and support users’ needs?

○ simplify complex workflows and improve operational efficiency?

○ support better collaboration across teams and agencies?

○ use research and data to improve user experiences?

○ design flexible, reusable solutions for different use cases?

How to succeed

Product and user-centric mindset

● You are motivated to serve the public through technology and have a passion for social work and creating positive social impact.

● You approach users with empathy, curiosity, and respect for their lived experiences.

● You look beyond feature requests to understand underlying needs, pain points, and service barriers.

● You balance user needs, stakeholder goals, technical constraints, and product outcomes.

● You collaborate with the team and stakeholders to build shared understanding and develop practical solutions.

● You work iteratively, testing assumptions early and refining solutions as new evidence emerges.

Strong research skills

● You can independently plan and conduct research, including defining research questions, selecting methods, recruiting participants, and facilitating sessions.

● You have hands-on experience with user interviews, contextual inquiry, concept testing, and usability testing.

● You can synthesise findings into clear insights and translate them into product opportunities and design decisions.

● You use qualitative research alongside feedback, surveys, or product analytics where appropriate.

● You recognise research bias and limitations and communicate what the evidence supports.

● You consider accessibility and inclusion in participant recruitment and research activities.

End-to-end design and implementation

● You can translate research insights into user journeys, task flows, information architecture, wireframes, prototypes, and high-fidelity UI designs.

● You turn complex workflows into intuitive, accessible, and easy-to-use experiences.

● You demonstrate strong interaction and visual design skills, with attention to hierarchy, consistency, content, and interface behaviour.

● You provide clear design specifi cations and work closely with engineers throughout implementation.

● You review implemented features, identify gaps, and work with the team to resolve them before release.

● You evaluate released experiences and iterate based on user feedback and product evidence.

● Frontend development knowledge is an advantage.

Collaboration and communication

● You work well with multidisciplinary scrum teams and government stakeholders.

● You facilitate workshops and discussions that help teams frame problems, interpret research, and agree on next steps.

● You explain research findings and design decisions clearly, supported by evidence.

● You listen actively, challenge assumptions constructively, and navigate competing priorities.

● You manage your work effectively and take ownership from initial discovery through delivery and iteration.

Preferred (Additional Requirements)

● At least 3–5 years of professional experience in UX/UI or product design, with substantial hands-on user research experience.

● A portfolio demonstrating end-to-end delivery, from research and problem defi nition to tested designs and implemented features.

● Evidence of how your research infl uenced design decisions and how your designs improved user experiences.

● Experience facilitating workshops, conducting usability testing, developing user fl ows, and delivering high-fi delity interfaces.

● Experience working closely with engineers to support implementation and review the delivered experience.
