Job Description:

World Vision International Nepal (WVI Nepal) has launched a Category II Emergency Response in the priority districts of Rasuwa and Nuwakot, Bagmati Province, following devastating flash floods along the Bhote Koshi and Trishuli river corridors that caused casualties, displacement, and extensive damage across Rasuwa, Nuwakot and Dhading. The 12-month Nepal Flash Flood Response (NFFR) 2026 plan targets 25,000 people, including 10,000 children, from around 5,000 affected households across seven sectors, moving from relief into early recovery.

This position has responsibility to lead the monitoring evaluation accountability and learning (MEAL) function of the Nepal Flash Flood Response project to support to functionalize MEAL system and processes with focus on key priorities like assessment, survey, monitoring, community feedback response mechanism, evaluation, learning documentation, information/evidence collection, beneficiary tracking, and reporting for the project. The position is further designed to support development and operationalization of the manual and digital system/platform for the project that contributes knowledge management and reporting expectations. This position will support the integrated knowledge management position based in the national office. The work further includes coordination, network, and collaboration with the project team and stakeholders, which are effective to meet the efficient MEAL standards and practices.

MAJOR RESPONSIBILITIES

Assessment and evaluation studies

  • Technically prepare, guide, and implement any assessment (including needs assessment) or evaluation work related to the project in collaboration with the implementing partners.
  • Develop, adapt, and finalize the required number and types of tools, digital systems, and guidelines for assessments and evaluation when needed.
  • Analyze (self or with consultant) the assessment/evaluation data and share the assessment findings in agreed format and structure.
  • Technically support sharing the findings with relevant stakeholders and people using best appropriate means and methods.
  • Ensuring timely dissemination of assessment and evaluation findings to relevant stakeholders, including donors and government authorities (local, provincial, and federal), in line with agreed plans and requirements.

Monitoring, accountability, and learning

  • Under the guidance of Project Manager/Coordinator and NO MEAL team, develop and implement quality monitoring systems (including quality standards and digital tools) for the project activities.
  • Regularly review and analyze project progress data (using SharePoint, CommCare and PBI Dashboard) to identify from information management systems gaps, inform decision-making, and recommend corrective actions.
  • Lead and/or participate in monitoring visits to communities, institutions, and stakeholders to verify outputs and ensure quality programming.
  • Ensure monitoring findings are properly documented, communicated, and followed by agreed action plans, with consistent follow-up until issues are resolved.
  • Plan and manage post-distribution monitoring (PDMs) following assistance to disaster-affected populations.
  • Provide technical guidance and oversight (to the project team) in beneficiary selection and verification processes to ensure transparency, adherence to criteria, and accountable programming practices.
  • Prepare and share PDM reports with project teams, support offices, and donors to inform improvement actions.
  • Conduct qualitative outcome monitoring in line with project timelines, including data collection, analysis, and documentation of evidence to report against project objectives and indicators.
  • Establish and strengthen community accountability mechanisms, including information sharing, consultation, participation, and feedback systems the DRR and humanitarian disaster preparedness and response activities.
  • Ensure community feedback is systematically collected, managed, analyzed, and responded to in a timely and appropriate manner.
  • Analyze feedback and monitor data regularly to generate insights and provide recommendations for evidence-based decision-making.
  • Capture, document, and promote learning from project implementation, and ensure that lessons learned are translated into actionable improvements.
  • Organize and facilitate learning and reflection events at national and sub-national levels to promote knowledge sharing and continuous improvement

Information Management

  • With technical guidance from the Information Knowledge Management Specialist, lead initiatives to strengthen and digitize information tracking and management systems, ensuring robustness, efficiency, and data security in particular for all activities in the Nepal Flash Flood Response
  • Establish, maintain, and regularly update an activity tracking system and indicator tracking table that aligned with the Detailed Implementation Plan (DIP), in close coordination with the Program Information Management focal point and project implementing team.
  • Develop, update, and ensure accuracy of beneficiary registration and tracking systems for the project, ensuring proper documentation and traceability.
  • Maintain and regularly update disaster affected institutional and community group data within the tracking system to reflect status and progress.
  • Collect, validate, and update useful secondary data in accordance with the M&E plan to support analysis, reporting, and decision-making.
  • Compile and provide timely, accurate information and supporting evidence for reporting purposes.
  • Conduct Data Quality Assessments (DQAs) in collaboration with implementing partners to ensure data accuracy, consistency, integrity, and reliability, and follow up on improvement actions.
  • Ensure all data management practices comply with organizational standards, donor requirements, and data protection protocols.
  • Aligning the information management of DRR and the anticipatory action component of WVI Nepal’s interventions across funding streams (grant and sponsorship).

Coordination and support

  • Coordinate closely with partners to ensure effective MEAL management, harmonized approaches, and consistent quality assurance across the project.
  • Guide partner NGO coordinators and MEAL staff in MEAL planning and tools development/use.
  • Provide technical support in recruitment and onboarding of MEAL staff (if any) within partner NGOs, ensuring candidates meet required competencies and standards.
  • Actively participate in relevant meetings, workshops, and events, representing the MEAL function and contributing to informed decision-making and action planning.
  • Provide ongoing technical guidance and mentorship to partner NGO staff to ensure adherence to standards and continuous quality improvement.
  • Demonstrate commitment to World Vision’s Core Values in all professional interactions, fostering a culture of respect, accountability, and collaboration.
  • Support National Office MEAL team priorities as required, in coordination with the supervisor, ensuring timely delivery of cross-cutting initiatives.
  • Participate in cluster meetings on response MEAL concerns.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 3 years of proven record of experience in monitoring, designing, and leading surveys, carrying out basic data analysis (central tendency, cross tabulations), especially in humanitarian response.
  • Cross-functional management experience in an I/NGO or UN/bilateral organizational environment is preferred.

Required Education, training, license, registration, and certification

  • Bachelor’s degree in development studies, economics, public health, agriculture or in the fields suitable for development.

Required Knowledge and Qualifications

  • Knowledge of development and humanitarian industry.
  • Writing quality reports.
  • Data management skills are essential.
  • Demonstrate collaboration & team building skills.
  • Effective relationship management skills; ability to influence without having authority.
  • Strong oral and written English and Nepali communication skills.
  • Ability to structure and manage one’s own work.

Preferred Knowledge and Qualifications

  • Knowledge and experience of humanitarian response action in Nepal is preferred.
  • Perform other organizational and business processes that are required to contribute to WVIN’s strategic objectives and to maintain a healthy organizational life.
  • Demonstrate understanding of and commitment to World Vision’s Core Values in the approach to work and relationships.
  • Knowledge of Child Protection Policy and Child Safe Organization practices.

Work Base: Nuwakot District

Duration: One year

Travel and/or Work Environment

Field travel to Rasuwa and Nuwakot may be required. Field travel may involve difficult road conditions, disrupted access, remote locations and basic accommodation.

Language Requirements

Excellent written and spoken English and Nepali, with a demonstrated ability to write reports for donors and external stakeholders.
