Job Description:

The Operation Manager will lead the implementation of the Nepal Flash Flood Response projects in Rasuwa and Nuwakot, ensuring timely, quality and accountable delivery in line with the approved response plan, donor requirements and WVI Nepal’s strategy.

The role will oversee multi-sector humanitarian interventions, provide guidance and quality assurance to Partner NGOs, and lead coordination with local governments, donors, UN agencies and other stakeholders. The incumbent will ensure effective project planning, reporting, financial and supply chain management, monitoring, compliance and team coordination, while using data and evidence to support timely decisions and adaptive management.

The role will also promote staff well-being, safety and safeguarding and work closely with Finance, MEAL, Communications and other support functions to ensure effective response delivery and early recovery.

MAJOR RESPONSIBILITIES

Response Project Leadership and Management

  • Lead and oversee the implementation of all Nepal Flash Flood Response projects across Nuwakot and Rasuwa districts in accordance with approved response plans, donor requirements, government agreements, and WVI Nepal policies and standards.
  • Ensure timely, quality and accountable delivery of project activities across all response sectors including Food Assistance, Shelter and NFI, Cash and Voucher Assistance (CVA), WASH, Health and Nutrition, Education, Child Protection, and Livelihood Recovery.
  • Develop and maintain integrated implementation plans, district work plans, spending projections and response milestones to ensure achievement of project targets and outcomes.
  • Provide operational leadership and timely decision-making to address implementation challenges, emerging risks, and changing humanitarian needs.
  • Ensure response activities contribute to the recovery and resilience of affected communities while supporting alignment with WVI Nepal's long-term programming and strategic objectives.
  • Support the Response Manager with analysis, planning, strategic recommendations, and operational monthly report and updates to facilitate evidence-based decision making.
  • Periodic reports are generated and are disseminated timely and effectively.

District Operation and Team Management

  • Provide direct supervision, coaching and performance management to district-based response staff and the Rasuwa District Coordinator.
  • Lead and coordinate multidisciplinary response teams across both districts to ensure effective collaboration, communication, accountability, and achievement of project objectives.
  • Ensure effective workforce planning, staff development, capacity strengthening and succession planning for response personnel and partner staff.
  • Promote staff wellbeing, safeguarding, security awareness, duty of care and psychosocial support within the response operation.
  • Foster a positive team culture that reflects World Vision's values, humanitarian principles and organizational values & identity.
  • Support and guide Partner NGOs and teams in managing issues.
  • In support of National Office Security Specialist, providing conducive working environment in the communities.

Partner Management and Capacity Strengthening

  • Lead operational engagement and coordination with implementing partners in both districts to ensure timely and quality delivery of response activities.
  • Oversee partner performance, compliance, reporting, budgeting and implementation against approved plans and partnership agreements.
  • Identify partner capacity gaps and facilitate technical support, mentoring and institutional strengthening initiatives.
  • Ensure partners comply with humanitarian standards, safeguarding requirements, donor regulations, financial controls and accountability commitments.
  • Promote effective coordination and collaboration between partner organizations, district teams, and support functions.

Donor Relationship & Compliance

  • Represent the project in donor forums and technical coordination platforms
  • Maintain regular communication with donor focal points, organize review meetings, field visits, and donor briefings, managing donor expectations and incorporate feedback.
  • Ensure adherence to donor rules, regulations, and reporting formats, including compliance in procurement, finance, and contracting processes and submission of timely narrative and financial reporting
  • Review and edit key project reports (semi-annual, annual), design documents and other programme output documents as per the donor prescribed format and checklists.
  • Maintain proper documentation and audit trails and support internal/external audits and compliance reviews

Program Quality, Monitoring, Accountability and Learning

  • Ensure effective monitoring, evaluation, accountability and learning systems are implemented across all response projects.
  • Review project performance data regularly and lead adaptive management actions to improve effectiveness, efficiency, coverage and impact.
  • Ensure beneficiary accountability mechanisms are functional, accessible and responsive to affected populations.
  • Lead periodic project review meetings and support documentation of lessons learned, best practices and evidence generation.
  • Ensure data, information and evidence are accurate, valid and on real time.
  • Work closely with MEAL teams to ensure high-quality assessments, monitoring, reporting, data verification and information management systems.

Government, Community and External Coordination

  • Represent World Vision at district-level coordination forums, government meetings, cluster mechanisms, humanitarian working groups and partner engagements as delegated by the Response Manager.
  • Maintain strong working relationships with local government authorities, sectoral offices, humanitarian actors, community leaders and civil society organizations.
  • Ensure project implementation remains aligned with approved government plans, local priorities and humanitarian coordination mechanisms.
  • Support advocacy, visibility and stakeholder engagement initiatives to strengthen response effectiveness and accountability.

Financial Management

  • Support Partner NGOs, project teams and finance staff for the forecasting, planning and reporting the financial status.
  • Ensure effective and efficient utilization of program resources through monitoring and tracking expenditures against project plan.
  • Lead budget revision if neededwith appropriate rationale.
  • Provide project financial oversight and ensure accurate financial reporting. Monitor monthly expenditures and compare with implementation plan, budget requirements and provide variance explanation.
  • Oversee timely procurement and risk-based monitoring of all partners
  • Review and document donor requirements and checklists and orientate WVI Nepal departments as required.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • At least 5 years management experience in national and/or international NGOs, including grants management.
  • Demonstrated depth of experience and expertise preferably in an NGO context in working with community/grassroots people and organizations, specially focusing on DRR.
  • Demonstrated experience of leading/ managing multiple partners-based projects at different levels.
  • Demonstrated understanding of donor compliance
  • Extensive experience and recognized expertise in models and methods of training, facilitation and capacity building, Project Management and organizational development for staff, communities and government stakeholders.
  • Thorough understanding and experience about Nepal Government’s strategies, policies, guidelines on Disaster Risk Reduction, Humanitarian Actions
  • Strategic, creative, and innovative thinking, solves problems with prudent decision making. Effective people management with emotional intelligence.
  • Demonstrated experience in capacity building and different approaches to building capacity of partners, staff and organizational competencies.
  • High level of fluency in Nepali & English language (reading, writing &speaking)
  • Experience in using logical frameworks and project monitoring
  • Implementation of Child Protection Policy and Safeguarding practices

Required Education, training, license, registration and certification

  • Master’s degree in disaster management/disaster risk reduction, social science (Sociology, Development Studies, Anthropology), management, environmental science or relevant discipline with at least5years of relevant experience
  • OR Bachelor’s degree in environmental science, management, social science (Sociology, Development Studies, Anthropology) with at least 7 years of relevant experience

Preferred Knowledge and Qualifications

  • Expert knowledge of DRR, Humanitarian Emergency Response and actions
  • Very good experiences in using digital platforms
  • Work experience in INGO in the relevant area is preferred.
  • Team building, collaboration, facilitation and leadership skills
  • Demonstrated networking, partnership and coordination ability
  • Excellent problem-solving skills and detail orientation
  • Able to work under pressure
  • Demonstrate understanding of and commitment to World Vision’s Core Values in the approach to work and relationships
  • Willingness to work outside office hours especially when traveling and working with partners and communities.
  • Skilled in MS office applications

Work Base: Nuwakot District

Duration: One year

Travel and/or Work Environment

Extensive travel to Rasuwa and Nuwakot of up to 60% of working time. Field travel may involve difficult road conditions, disrupted access, remote locations and basic accommodation.

Physical Requirements

Willingness and physical ability to travel to Rasuwa and Nuwakot, including remote and disaster-affected locations, for up to 60% of working time.

Language Requirements

Excellent written and spoken English and Nepali, with a demonstrated ability to write reports for donors and external stakeholders.
