The MEAL Coordinator is responsible for establishing and implementing the Monitoring, Evaluation, Accountability and Learning (MEAL) system for the “Strengthening Community Frontliners for Disaster Preparedness and Resilience Project.” The role will coordinate monitoring, assessments, indicator tracking, data management and quality assurance, accountability, analysis, learning and evidence generation. Working closely with project teams, communities, government counterparts and WVL technical teams, the position will ensure credible evidence supports programme quality, reporting and timely, evidence-based project decisions.
Major Responsibilities
- Develop and operationalize the project MEAL Plan, including monitoring frameworks, assessment schedules, data collection systems, reporting mechanisms, and learning processes.
- Develop and maintain project monitoring frameworks, indicator tracking systems, and data collection tools to ensure accurate measurement and reporting of project results.
- Coordinate the design and implementation of baseline assessments and other project measurement activities to establish benchmarks and track project performance.
- Establish and maintain systems for routine monitoring of project activities, outputs, and outcomes against approved targets, milestones, and workplans.
- Analyse quantitative and qualitative monitoring data to assess implementation progress, performance trends, gaps and achievement of intended results.
- Facilitate periodic project reflection and learning sessions and support structured review of monitoring findings with project and technical teams.
- Coordinate closely with the Project Manager and the WVL National Office MEAL function to ensure quality assurance and effective project monitoring and reporting.
Required qualifications, experience & competencies
- Bachelor’s degree in Monitoring and Evaluation (M&E), Statistics, Social Sciences, Development Studies, Economics, Disaster Management, Information/Data Management, Urban informatics, Research or another closely related discipline.
- A postgraduate/professional qualification in M&E, Development Studies, Statistics, Disaster Management or a related field would be an advantage.
- Minimum 4-5 years of relevant professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL), DME, Programme quality or a closely related function, preferably in the INGO/development/humanitarian sector.
- Demonstrated experience establishing project monitoring systems, developing indicators and monitoring tools, managing indicator tracking and supporting results-based reporting.
- Experience in quantitative and qualitative research, survey/assessment design, sampling, data collection, data analysis, data cleaning, validation and Data Quality Assessments.
- Experience in grant-funded projects and/or DRR, DRM, humanitarian preparedness, community resilience, early warning or climate/disaster-related programmes is strongly preferred.
- Strong written and oral communication skills in English and Sinhala/Tamil. Ability to work effectively in multilingual environments is required.
- Regular travel to project locations in Nuwara Eliya, Kilinochchi, and Mullaitivu, as well as the National Office, is required.
