A3 Technology, Inc. is seeking a Program Analyst to provide program management, analytical, and business support to the FAA Office of Commercial Space Transportation (AST). The position will support multiple AST program activities, including schedule management, program tracking, data analysis, stakeholder coordination, executive communications, and development of management tools and reporting products.

The analyst will apply analytical, organizational, and problem-solving skills to assess program information, identify issues and trends, develop recommendations, and support informed management decision-making. The position will develop and maintain program management tools, schedules, dashboards, databases, and reports that provide visibility into program status, workload, resources, milestones, and organizational priorities. The analyst will also support the development of executive briefings, congressional and senior leadership responses, management studies, and other time-sensitive program products.

A key aspect of the position is the ability to translate complex programmatic and technical information into clear, actionable information for management and stakeholders. The analyst will conduct research, coordinate across AST organizations, track and resolve actions, and support process improvements that increase the efficiency and effectiveness of AST program operations.

The successful candidate will be comfortable working in a fast-paced, mission-focused environment with multiple competing priorities and time-sensitive requirements. The position requires a high degree of initiative, attention to detail, communication, and adaptability, as well as the ability to work independently while effectively collaborating with Government and contractor teams. Experience supporting aerospace, aviation, commercial space transportation, or other Federal programs is highly desirable.

Responsibilities:

  • Support AST program management activities across assigned programs, projects, and organizational initiatives.
  • Participate in program, technical, business, and stakeholder meetings; prepare agendas, meeting materials, minutes, and action-item trackers.
  • Develop, maintain, monitor, and update integrated program schedules using Microsoft Project, Excel, or comparable scheduling tools.
  • Track program milestones, deliverables, dependencies, risks, issues, and action items and provide timely status updates to management.
  • Develop and maintain automated spreadsheets, databases, dashboards, and other program management tools to support program tracking and decision-making.
  • Collect, analyze, and organize program, schedule, workload, and operational data to identify trends, issues, and opportunities for improvement.
  • Research programmatic, operational, policy, and business-management issues and develop recommendations in support of AST leadership.
  • Monitor and coordinate responses and impact statements from AST directorates, divisions, project teams, and business managers to meet assigned deadlines.
  • Prepare executive-level briefings, reports, presentations, recurring status products, and ad hoc management materials using Microsoft Office and other automation tools.
  • Draft and coordinate internal and external correspondence, memoranda, briefing materials, and responses to program and stakeholder inquiries.
  • Support management studies, organizational plans, process improvement initiatives, and other special projects as directed by the TC/COR.
  • Interpret and apply applicable Federal, Department of Transportation, FAA, and AST policies, procedures, and guidance in support of assigned activities.
  • Conduct research and coordinate actions associated with issues and requirements identified by AST leadership.
  • Coordinate competing administrative and programmatic priorities and maintain awareness of time-sensitive requirements.
  • Identify opportunities to improve AST program management processes through automation, data-driven analysis, and streamlined workflows.

Skills Required:

  • 2-6 years of relevant professional experience in program analysis, program management, project coordination, business analysis, or a related field.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple assignments and competing priorities.
  • Demonstrated ability to research complex topics, synthesize information, and develop clear recommendations and written products.
  • Strong written and verbal communication skills, including the ability to communicate effectively with technical personnel, program managers, and senior leadership.
  • Proficiency with Microsoft Office, particularly Excel, PowerPoint, Word, and Outlook.
  • Demonstrated experience developing and maintaining spreadsheets, trackers, databases, schedules, or other program management tools.
  • Ability to develop clear, concise executive briefings, reports, status updates, and correspondence.
  • Ability to collect, organize, analyze, and present quantitative and qualitative information for management decision-making.
  • Strong attention to detail and demonstrated ability to produce accurate work under time-sensitive conditions.
  • Ability to independently manage assigned tasks while recognizing when coordination or escalation is required.
  • Ability to work effectively in a team environment and coordinate activities across multiple organizations and stakeholders.
  • Ability to learn and apply Federal, FAA, and organizational policies, procedures, and business processes.
  • Ability to support sensitive, urgent, or high-visibility requests with professionalism and discretion.

Skills Preferred:

  • Experience supporting FAA, Department of Transportation, or other Federal Government programs.
  • Experience supporting commercial space transportation, aerospace, aviation, UAS, or other emerging transportation programs.
  • Experience supporting program management within a regulatory, engineering, research and development, or mission-focused Federal organization.
  • Experience with Microsoft Project or comparable project scheduling software.
  • Experience developing automated management tools using advanced Excel, PowerApps, Power BI, SharePoint, or comparable technologies.
  • Experience with Jira or other project/work-management platforms.
  • Experience developing program dashboards, workload analyses, schedule analyses, or other data-driven management products.
  • Experience conducting policy or regulatory research and translating findings into actionable recommendations.
  • Experience supporting executive-level briefings, stakeholder engagements, or responses to senior leadership inquiries.
  • Knowledge of commercial space transportation licensing, FAA AST programs, launch/reentry operations, or spaceport activities.
  • Familiarity with FAA organizational structures, processes, and terminology.
  • Experience supporting process improvement, organizational change, or implementation of new program management tools and workflows.
  • Ability to quickly understand complex technical or operational subject matter and translate it into clear programmatic information for management.

Additionally, US Citizenship or documented proof of eligibility to work in the US is a must. Upon receiving a conditional offer of employment, candidates will undergo a Government investigation and must meet eligibility requirements for Government clearance. Verification of past employment, education and references is also required. It is imperative that candidates be either a US citizen or a current green card holder with the last 3 consecutive years as a resident of the US.

The salary range for positions is $50,000 to $175,000. This range is provided as a general guideline and should not be interpreted as a guarantee of compensation. Actual salary offers will be determined based on a variety of factors, including but not limited to the specific responsibilities of the position, the candidate’s education, experience, location, knowledge, skills, and abilities. In addition, compensation may be influenced by applicable Federal Government contract labor categories and established contract wage rates.
