About theRole
Delta MarineConsultants Singapore is seeking an experienced and proactive Project Manager –Permitting & Regulatory Approvals (C&S) to lead and manage permittingactivities, statutory approval coordination and multidisciplinary projectinterfaces.
The successful candidate will take ownership of the permitting programme, working closely with clients, Qualified Persons (QPs), engineering consultants, EPC contractors and regulatory authorities to facilitate timely approvals and support overall project delivery.
This role requires a strong combination of technical understanding, project management capability and stakeholder engagement skills. We are looking for someone who can anticipate challenges, drive solutions and manage complex approval processes with minimal supervision.
Key Responsibilities
Permitting Management & Coordination
- Lead and coordinate authority submissions and permitting activities to ensure timely approvals in accordance with project schedules.
- Develop, maintain and monitor permitting schedules, submission trackers, monitor milestones and critical dependencies.
- Liaise with clients, Qualified Persons (QPs), consultants, contractors and regulatory authorities.
- Coordinate multidisciplinary teams to ensure submission readiness, completeness and timely resolution of outstanding issues.
- Proactively identify potential delays, regulatory risks and interface issues, and drive appropriate mitigation measures.
- Lead coordination meetings, manage action items and ensure timely follow-up and closure
- Provide regular progress updates, highlight critical issues and escalate matters requiring management intervention.
Job Requirements
- Degree in Civil or Structural Engineering from a recognised university.
- Minimum 8 years of relevant experience in C&S engineering, project coordination or project management.
- Strong interpersonal, communication, and stakeholder management skills.
- Demonstrated ability to coordinate multiple stakeholders and manage competing priorities under tight deadlines.
- Proactive, independent, resourceful and solution-oriented, with strong ownership and follow-through.
- Prior experience in authority submissions and permitting coordination
- Experience in the oil & gas, petrochemical, LNG terminal, or energy sectors would be a strong advantage.
- Experience coordinating with EPC contractors, engineering consultants, Qualified Persons (QPs), clients, and regulatory authorities in Singapore.
- Good understanding of permitting requirements, regulatory compliance, and approval dependencies affecting construction schedules.
