Job Title: CMS Migration SME- Technical PM

Term: 12 months

Location: Cairo, Egypt

Relevant experience: 10-15 years in cards technology/ issuer processing

Mandatory requirements:

• Plus Platform, with exposure to other CMS platforms.
• Proven experience leading large-scale CMS or card portfolio migrations.
• Excellent understanding of portfolio optimization and customer conversion processes
• Hands-on experience with Mastercard (Issuing, Authorization, Clearing/Settlement, CMS) and cards technology, ideally in scheme migrations

Purpose of Job:

We are seeking a highly experienced CMS Migration SME to lead the end-to-end replacement of the client's current platform. The candidate will support on planning, data migration, testing, cutover and post-go-live stabilization- ensuring a smooth, controlled transition with minimal operational disruption.

TASKS

Core Responsibilities and Accountabilities

• Support the end-to-end migration from Vision Plus to the new CMS, covering discovery, planning, data migration, testing, cutover, and stabilization.
• Design and execute migration strategy, including data mapping, validation, mock runs, and reconciliation.
• Manage integrations, dependencies, risks, and readiness across business, IT, and vendor teams.
• Drive testing phases (SIT, UAT, end-to-end) and operational readiness.
• Coordinate cutover activities, go-/no-go decisions, and post-go-live hyper care.
• Provide clear stakeholder communication, status reporting, and issue resolution.
• Develop, maintain, and secure stakeholder alignment on the end-to-end Migration Masterplan, ensuring all workstreams, milestones, dependencies, and critical paths are effectively managed.
• Serve as the primary liaison between Mastercard and the Client, providing clear governance, coordination, and executive-level communication throughout the program lifecycle.
• Manage and oversee migration readiness activities including BIN setup, ICA assignment, membership requirements, CMS integration, processor connectivity, and Mastercard scheme certification.
• Lead card production and digital issuance activities, from card design and personalization through production, fulfilment, digital provisioning, and processor integration, ensuring compliance with Mastercard standards.
• Drive the implementation and launch of digital payment capabilities including Apple Pay, Google Pay, xPay, tokenization services, MDES enablement, 3DS authentication, and end-to-end digital wallet validation.
• Oversee testing, certification, and quality assurance activities including MIP testing, parameterization, configuration management, SIT, UAT, performance testing, security testing, and operational readiness.
• Ensure successful configuration and readiness of authorization, authentication, dispute management, and post?launch support processes, including stabilization and transition to BAU teams.
• Coordinate cross-functional teams across Technology, Product, Operations, Marketing, Procurement, and external partners to deliver program objectives in line with agreed timelines.

Knowledge and Skills**

• 10-15 years of experience in cards technology and issuer processing.
• 10 years+ of experience in project management, with a focus on end-to end project management of complex projects within the banking / payment's domain
• Strong, hands-on expertise with Vision Plus, with exposure to other CMS platforms.
• Proven experience leading large-scale CMS or card portfolio migrations.
• Deep knowledge of card lifecycle, data migration, reconciliation, and integrations.
• Experience with testing, cutover execution, and production stabilization.
• Strong analytical, stakeholder management, and communication skills.
• Bachelor's degree in computer science, Engineering, or related field; MBA on top preferred.
• 10 years+ of experience in project management, with a focus on end-to end project management of complex projects within the banking / payment's domain
• Deep understanding of card management systems (e.g., Way4, Cortex, Prime), issuer processing, and card lifecycle (issuance authorisation clearing settlement disputes)
• ISO 8583 / ISO 20022 messaging standards, BIN management, personalisation, tokenisation (MDES/VTS), 3DS, and digital wallets (Apple Pay, Google Pay
