Supervisor, Urban Forestry and Integrated Pest Management

The Opportunity:

The Provincial Capital Commission is seeking a knowledgeable, strategic, and safety-focused leader for the role of Supervisor, Urban Forestry and Integrated Pest Management. Reporting to the Manager, Forestry and Horticulture, this position provides leadership and oversight of urban forestry operations including general tree maintenance, tree canopy planning, hazard tree management, and integrated pest management (IPM) programs.

The Supervisor is responsible for leading staff, managing contractors, ensuring regulatory and safety compliance, and delivering sustainable urban forestry programs across PCC-managed lands. This role requires strong technical expertise, sound judgment, and the ability to balance operational priorities, environmental stewardship, and public expectations.

As a key member of the leadership team, you will contribute to strategic planning, program development, and service delivery while fostering a collaborative, safe, and high-performance work environment.

Urban Forestry Planning and Program Delivery

• Lead long-term planning and sustainability of the urban canopy, including renewal, maintenance, and protection strategies.
• Develop, implement, and evaluate forestry and integrated pest management programs and policies.
• Manage and maintain tree inventory systems (ArcGIS) to support planning and decision-making.
• Provide strategic leadership to staff responsible for urban forestry programs.

Operations and Supervision

• Supervise and support field staff, ensuring work aligns with divisional priorities and strategic objectives.
• Monitor operational performance to ensure quality, efficiency, and productivity standards are met.
• Lead scheduling, performance management, coaching, and conflict resolution.
• Support recruitment, interviewing, and onboarding of staff.

Safety and Compliance

• Promote and maintain a strong safety culture aligned with regulatory requirements and organizational standards.
• Lead safety programs, including training, incident investigations, and corrective actions.
• Act as Return-to-Work Coordinator and oversee health, safety, and wellness practices.
• Ensure compliance with pest management regulations, environmental standards, and safe work procedures.

Integrated Pest Management (IPM)

• Oversee planning and delivery of integrated pest management strategies to protect plant health and biodiversity.
• Monitor pest activity, assess risks, and implement mitigation strategies using environmentally responsible practices.
• Ensure proper application of pesticides in accordance with legislation and best practices.

Contractor and Stakeholder Management

• Review pre-construction and tree protection plans and participate in site meetings.
• Monitor contractor performance and compliance with environmental and contractual standards.
• Liaise with ministries, agencies, contractors, stakeholders, and the public.

Public Engagement

• Serve as a technical expert in urban forestry and IPM.
• Respond to public inquiries, complaints, and service requests.
• Represent PCC through media, tours, and educational outreach.

Hazard Tree and Emergency Response

• Conduct hazard tree assessments (ISA TRAQ standard) and maintain records.
• Provide 24-hour on-call response for high-risk tree situations and emergencies.

Resource and Equipment Management

• Manage budgets, procurement, and financial resources, including business cases and tenders.
• Oversee fleet, equipment, and tool inventory, lifecycle planning, and maintenance.
• Ensure effective use of organizational resources.

Technical Knowledge and Skills:

• Typically, the knowledge required for this position is obtained through the completion of a - 4-year university degree or 2-year journey diploma in horticulture or a related field.
• A certified arborist certificate from the International Society of Arboriculture (ISA) is required.
  • Additional Tree Risk Assessment Qualification (TRAQ) from ISA is required.
• A valid Pesticide Applicator License from the Province of Saskatchewan is required, with the Landscape category achieved at minimum.
• A minimum (3) three years of supervisory experience of large teams (ten or more) including team leadership, scheduling, performance input, training, conflict resolution, and supporting safe work practices.

• Experience with tree nursery procedures/applications is required.

• Expertise in Integrated Pest Management (IPM) and plant health care, including pesticide application.

• Understanding of ecological systems, biodiversity, and sustainable land management practices.

• Knowledge of relevant legislation, environmental standards, and occupational health and safety regulations.

• Proficiency in GIS systems (e.g., ArcGIS) and data management tools for inventory and planning.

• Ability to conduct hazard tree assessments with TRAQ.

• Experience with procurement processes, budgeting, and contract management.

• Demonstrated work experience for a public park or municipality would be an asset.

• A valid Class 5 Driver’s license is required.
