Quality Control&OSH - ONSITE (ILOILO - relocation assistance available)

As a Quality Control & OSH Officer, you will oversee quality assurance, quality control, and occupational health and safety across the organization’s hatchery, grow-out, and processing operations. You will be responsible for ensuring product quality and traceability, maintaining hygiene and biosecurity standards, updating and implementing the SOP’s, promoting workplace safety and accident prevention, and supporting environmental impact control. Working closely with production, processing, and maintenance teams, you will also lead the implementation and continuous improvement of the organization’s Integrated Management System, ensuring that quality, safety, and environmental standards are consistently upheld across all operations.

They are now looking for a Quality Control & Occupational Safety and Health (OSH) professional to oversee quality assurance, quality control, and workplace safety across its hatchery, grow-out, and processing operations. The role will focus on ensuring product quality and traceability, maintaining hygiene and biosecurity standards, promoting workplace safety, and supporting environmental impact control in line with the organization’s operational and sustainability goals.

Duties and Responsibilities:

Environment

• Control, measure, and reduce the environmental impact of operations (management of hatchery wastewater discharge, monitoring of the ecosystem around sea grow-out pens)
• Ensure sustainable, optimized management of water resources and lead the sorting and recovery policy for processing workshop waste

Safety

• Assess specific occupational risks (aquatic environment, diving activities, handling of chemical products, use of cutting/drying machinery)
• Design and lead the accident prevention policy, ensure effective use of Personal Protective Equipment (PPE), and develop a "Zero Accident" culture across teams

Hygiene

• Define, deploy, and enforce the strictest hygiene standards and biosecurity protocols in the hatchery and farming operations
• Design, validate, and audit the sanitary control plan (PMS) and cleaning/disinfection plans (HACCP method) within the processing workshop

Quality

• Guarantee full compliance and traceability of products, from larvae through to the finished product ready for export
• Lead the food safety risk management policy, validate batch compliance with international market requirements, and structure the management of non-conformities and customer complaints

Integrated Management System (IMS)

• Structure and maintain the unified Quality, Hygiene, Safety, and Environment management system
• Lead the simplification and digitalization of the documentation system
• Ensure overall process consistency between upstream (hatchery) and downstream (processing) operations by leading regular management reviews

Hatchery & Nursery

• Oversee water quality control: supervise daily monitoring of physico-chemical parameters (salinity, temperature, oxygenation, pH) and interpret deviations with the farming team
• Deploy the biosecurity plan: audit and enforce biosecurity protocols to eliminate the risk of introducing or spreading pathogens and larval parasites
• Ensure infrastructure hygiene: validate cleaning and disinfection plans for tanks, filtration units, and sensitive micro-algae production areas

Grow-out (at Sea / Coastal Pens)

• Manage safety at sea: assess occupational risks related to nautical activities and underwater diving operations for monitoring teams
• Monitor environmental impact: set up local biodiversity monitoring indicators and measure the impact of pens on marine sediment (benthic management)
• Manage safety in degraded conditions: draft and test emergency procedures for work in isolated areas or during severe weather events

Processing Workshop

• Lead the Sanitary Control Plan (PMS): deploy, lead, and update the HACCP analysis (biological, chemical, physical hazards) specific to aquaculture products
• Audit the production line: rigorously monitor staff hygiene, compliance of processing lines, effectiveness of bio-cleaning, and strict continuity of the cold chain
• Guarantee traceability and certifications: ensure upstream and downstream batch traceability; prepare and lead audits to obtain or maintain regulatory labels and certifications (sanitary, organic, export)

Workplace Safety & General Monitoring

• Develop a safety culture: lead toolbox talks (safety briefings), analyze near-misses, and ensure effective use of Personal Protective Equipment (PPE)
• Manage occupational risks: regularly update the Single Occupational Risk Assessment Document (DUERP) and lead associated action plans
• Ensure regulatory monitoring: track developments in local labor law, maritime law, aquaculture legislation, and applicable environmental standards in the Philippines

Requirements

Must-have Skills/Qualification:

• Bachelor’s degree in any field
• At least 7 years of experience in quality control, occupational safety and health (OSH), or related roles
• Strong English communication skills, with the ability to communicate effectively with individuals at different levels of the organization
• Experience in quality control within the aquaculture, agribusiness, fisheries, conservation, or seafood sectors
• Knowledge of export quality standards, including HACCP compliance within processing plant operations
• Demonstrated ability to develop, implement, and enhance policies, standard operating procedures (SOPs), and quality and safety protocols
• Willingness to undertake a combination of field visits across all operational sites and office-based work

Advantageous Skills/Experience:

• Local language of the operating area in addition to the national language
• Relevant certifications such as ISO, OSH training, etc.
• Proficiency in AI tools
